Because at this time, the driver will be completely passive, unable to observe the situation ahead. If you encounter a car coming from the opposite direction, it will be very dangerous.

Vehicles wishing to overtake must signal by horn or light. In densely populated areas or urban areas, from 10pm to 5am, they may only signal by light.
For the vehicle in front that receives the overtaking signal from the vehicle behind, if observing that the safety conditions are sufficient, the driver of the vehicle in front shall reduce speed, then move close to the right edge until the vehicle requesting overtake has safely passed. It is strictly forbidden to cause difficulties or obstruct the vehicle behind from overtaking even though the conditions are sufficient.
