This was one of the points emphasized by Deputy Minister of Justice Nguyen Thanh Tinh in his directive speech at the Conference summarizing the emulation and reward work in 2024 of the Emulation Cluster of the Departments of Justice and Civil Enforcement Bureaus of the North Central provinces.
On the morning of February 10th, in Vinh City, the Emulation Cluster of the Departments of Justice and Civil Enforcement Bureaus of the North Central provinces held a conference to summarize emulation and reward work in 2024 and sign an emulation agreement for 2025.

The conference was attended by Deputy Minister of Justice Nguyen Thanh Tinh, along with representatives and officials responsible for monitoring emulation and reward work from the Personnel and Organization Department and the General Department of Civil Judgment Enforcement of the Ministry of Justice.
Representing Nghe An province were Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, along with representatives from the Provincial People's Committee Office, the Provincial Emulation and Commendation Board, and representatives from relevant departments and agencies.
The conference was also attended by representatives and officials from relevant departments and agencies of the Departments of Justice and Civil Enforcement Bureaus in the Emulation Cluster..
The emulation cluster of the Departments of Justice and Civil Enforcement Bureaus of the North Central provinces in 2024 has 16 members, including: 8 provincial Departments of Justice: Nghe An (cluster leader), Quang Ngai, Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Quang Nam and Thanh Hoa; and 8 provincial Civil Enforcement Bureaus: Nghe An (cluster deputy leader), Quang Ngai, Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Quang Nam and Thanh Hoa.
Many emulation movements have good methods.
In his welcoming remarks at the Conference, Mr. Bui Dinh Long, Vice Chairman of the Provincial People's Committee, highlighted some of the achievements of the Department of Justice and the Civil Enforcement Agency of Nghe An province in the past year. He emphasized that the Conference was an opportunity for Nghe An in particular, and the units in general, to exchange and share lessons learned with other provinces in the emulation cluster.

The Vice Chairman of the People's Committee of Nghe An province expressed his wish that the units in the Emulation Cluster would concretize the contents and standards of emulation in accordance with the requirements and tasks in each field of work and propose practical measures to maintain and promote the emulation movement. This would contribute to consolidating the great national unity, successfully achieving the goals and tasks of socio-economic development, ensuring national defense and security, and meeting the needs of the reform, integration, and development process.
Over the past year, eight Departments of Justice have reviewed 800 draft legal documents and provided feedback on 2,128 draft legal documents from the central government, provinces, departments, agencies, and district levels as requested. Simultaneously, they advised the Provincial People's Committee on the issuance of a plan for disseminating legal knowledge and education, closely aligned with the political tasks, socio-economic development, and national defense and security of the locality.
During the year, we advised on the organization of 22 provincial-level conferences and 135Organize conferences/training courses at the district and commune levels to disseminate new laws, resolutions, and legal documents on anti-corruption and administrative reform; organize 10Law knowledge contests (including 9 online contests and 1 written contest); inspection of legal education and dissemination work, grassroots mediation, and commune-level compliance with legal access standards in 77 areas.provincial, district, and commune-level units.
In addition, in 2024, the Departments of Justice conducted 226 communication campaigns on legal aid at the grassroots level; handled and implemented 5,493 legal aid cases for more than 3,976 eligible individuals (an increase of 1,384 cases compared to the same period in 2023).
In 2024, civil enforcement agencies received 1,432 applications/216 cases. Of these, 216 were processed; 413 were filed, 298 were transferred, 496 received guidance/responses, and 9 are currently being processed. Resolution results: Of the 216 cases received, 208 were resolved, and 8 were carried over to the next period. All citizen complaints and denunciations were received, considered, and processed promptly, ensuring compliance with legal regulations.

Overall, emulation and reward activities in the North Central Region Emulation Cluster have been fully and actively implemented. Members have promptly responded to emulation movements launched by the Ministry of Justice and their respective localities with many practical and appropriate forms and contents.
Furthermore, some members have even initiated emulation movements linked to the tasks of their respective agencies and units. The implementation of these emulation movements has closely followed, been closely aligned with, and been appropriate to the key tasks and political objectives of the sector and locality.
Each unit has its own innovative and effective approaches, with many bright spots. The units have consistently innovated the content and methods of organization, focusing on the grassroots and the workers, creating motivation for collectives and individuals throughout the sector to strive to overcome difficulties and complete tasks with guaranteed quality and on schedule according to the set program and plan. As a result, the Departments of Justice and the Civil Enforcement Bureaus have received high recognition from the local Party committees and authorities.

The conference heard from exemplary units sharing best practices and experiences in implementing emulation and reward work at the local level. Representatives from various units contributed many ideas regarding the exchange, sharing, and learning of experiences based on the strengths of each province; the active application of information technology in emulation and reward activities to ensure speed, fairness, and efficiency; and the promotion of connectivity between provinces in the cluster.
At the conference, delegates were informed of the ranking results of the Department of Justice and the Civil Enforcement Department in the Emulation Cluster for 2024.

Delivering a directive speech at the Conference, Deputy Minister of Justice Nguyen Thanh Tinh requested that units in the Emulation Cluster pay attention to directing and effectively implementing the following contents: Thoroughly understand and effectively implement Directive No. 41-CT/TW dated December 16, 2024, of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation; Organize and launch emulation movements effectively and efficiently, focusing on thoroughly implementing the contents of General Secretary To Lam's Conclusion at the working session with the Party Committee of the Ministry of Justice on November 7, 2024, in conjunction with thoroughly understanding and implementing documents of the Party, National Assembly, Government, and Prime Minister on the work of building and enforcing laws, bringing the work of justice and law to a new level; To promptly address institutional and legal "obstacles," "bottlenecks," and "choke points" at both the central and local levels.
Continue to innovate the content and organizational forms of emulation movements to ensure practicality and effectiveness, with accurate, timely, public, transparent, objective, and fair rewards given to the right people for the right work and achievements, prioritizing those directly involved.Successfully organized the grassroots-level conference of exemplary individuals, in chào mừng the 6th National Emulation Congress of the Justice Sector and the 11th National Emulation Congress. Regularly monitored, inspected, reviewed, summarized, and evaluated the effectiveness of emulation movements based on the assessment of the political tasks performed by agencies and units.

The conference also reviewed and awarded emulation titles for 2024. Simultaneously, it announced the decision to establish emulation clusters and emulation blocs for 2025. Accordingly, the Department of Justice of Ha Tinh Province will serve as the cluster leader.

At the conference, representatives from the emulation clusters of the Departments of Justice and Civil Enforcement Bureaus of the North Central provinces signed an emulation agreement for 2025.
