20th Session of the Central Inspection Commission: Disciplining a number of organizations and officials

On September 23 and 26, 2022, in Hanoi, the Central Inspection Commission held its 20th meeting. Comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

On September 23 and 26, 2022, in Hanoi, the Central Inspection Commission held its 20th meeting.

Disciplinary action against the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences

At this session, the Central Inspection Committee reviewed the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences for the terms 2015-2020 and 2020-2025.

The Central Inspection Commission found that the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences violated the principles of Party organization and activities and the Working Regulations; lacked responsibility, slackened leadership and direction; lacked inspection and supervision, allowing many violations to occur in personnel work; management and use of finance, assets, and public investment; management of scientific research; training of masters and doctors; handling complaints and denunciations; and failed to strictly implement the directions and conclusions of higher-level Party organizations.

Responsibility for the above violations and shortcomings belongs to the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences and comrades: Bui Nhat Quang, member of the Party Central Committee, Secretary of the Party Committee, President; Dang Xuan Thanh, Deputy Secretary, Head of the Party Committee's Organization Committee, Vice President; Nguyen Duc Minh, member of the Standing Committee, Head of the Party Committee's Mass Mobilization Committee, Vice President; Nguyen Van Minh, member of the Standing Committee, Head of the Party Committee's Inspection Committee, Director of the Institute of Ethnology; Nguyen Tai Dong, member of the Standing Committee, Head of the Party Committee's Propaganda Committee, Director of the Institute of Philosophy; Phung Ngoc Tan, Party Cell Secretary, Acting Head of the Organization - Personnel Committee and a number of comrades, former members of the Standing Committee of the Party Committee, leaders, former leaders of the Vietnam Academy of Social Sciences and its affiliated units.

The above violations were pointed out by higher-level party organizations but were not promptly remedied and corrected, allowing them to last for many years, causing serious consequences, loss of internal solidarity, frustration among cadres and party members, negatively affecting the reputation of the party organization and the Vietnam Academy of Social Sciences, to the point of having to consider and take disciplinary action.

Pursuant to Party regulations, the Central Inspection Commission decided to take disciplinary action: Warning the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences for the terms 2015-2020, 2020-2025 and comrade Dang Xuan Thanh; Reprimand comrades: Nguyen Duc Minh, Nguyen Van Minh, Nguyen Tai Dong and continue to consider and discipline other related party members.

The Central Inspection Commission proposed that the Politburo consider and discipline comrade Bui Nhat Quang; request the Standing Committee of the Party Committee of the Central Agencies to seriously review and learn from experience; strengthen leadership, direction, inspection and supervision; and direct the overcoming of violations and shortcomings at the Party Committee of the Vietnam Academy of Social Sciences.

Requesting the Standing Committee of An Giang Provincial Party Committee to seriously review

Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, the Central Inspection Committee inspected the Party Committee of the An Giang Provincial People's Procuracy when there were signs of violations. Through the inspection, the Central Inspection Committee found that the Party Committees: the Provincial People's Procuracy, the Provincial People's Court; the Standing Committees of the Party Committees: the Public Security, the Border Guard, the Customs Department and the Party Committee of the Market Management Department of An Giang Province violated the principle of democratic centralism and the Working Regulations; did not strictly implement the direction of the Central Steering Committee on preventing and combating corruption and negativity; loosened leadership, direction, lacked inspection and supervision, allowing many lower-level Party organizations and Party members to violate Party regulations and State laws in performing assigned tasks, especially serious and complicated cases and incidents that the public was concerned about.

These violations have lasted for many years but have been slow to be detected and handled, causing serious consequences; many cadres and party members in the above agencies have been disciplined and criminally prosecuted; causing bad public opinion in society, affecting the effectiveness and efficiency of the fight against crime, corruption, and negativity, and the reputation of party organizations and functional branches.

Responsibility for the above violations and shortcomings belongs to Party organizations and a number of leaders and former leaders of the Public Security, People's Procuracy, People's Court, Border Guard, Customs Department and Market Management Department of An Giang province, to the extent that disciplinary action must be considered.

The Central Inspection Commission requested the Standing Committee of the An Giang Provincial Party Committee to seriously review and draw profound lessons; strengthen inspection and supervision work; direct, review responsibilities, and coordinate in disciplining a number of related organizations and individuals who violated the law.

Proposing the Secretariat to consider and discipline a number of party members involved in the case that occurred at the Ministry of Foreign Affairs

Considering the Report proposing disciplinary action against a number of Party members involved in the case of "Giving and receiving bribes; taking advantage of positions and powers while performing official duties; defrauding and appropriating property" occurring at the Ministry of Foreign Affairs, Hanoi and provinces and cities, the Central Inspection Committee found that: Comrade To Anh Dung, member of the Party Executive Committee, Deputy Minister of Foreign Affairs and Comrade Nguyen Quang Linh, Assistant to the Permanent Deputy Prime Minister of the Government, lacked self-cultivation and training, degraded in political ideology, ethics, and lifestyle; violated Party regulations and State laws on preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example; distorted the correct and humane policies of the Party and State in organizing flights to bring Vietnamese citizens home when the COVID-19 pandemic broke out; caused very serious consequences, bad public opinion, outrage in society, and reduced the prestige of the Party organization.

The Central Inspection Committee proposed that the Secretariat consider and discipline comrades To Anh Dung and Nguyen Quang Linh.

Requesting the Standing Committee of the Provincial Party Committee and the Inspection Committee of the Thua Thien - Hue Provincial Party Committee to promptly correct violations.

Considering the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission; and the inspection of party finances for the Standing Committee of the Thua Thien - Hue Provincial Party Committee, the Central Inspection Commission found that in addition to the advantages, the above-mentioned party organizations also had a number of violations, shortcomings and limitations in leadership, direction, organization of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party and the management and use of Party finances and assets; requested the Standing Committee of the Provincial Party Committee and the Inspection Commission of the Thua Thien - Hue Provincial Party Committee to promote their advantages, seriously review, draw profound lessons, promptly overcome and correct the violations, shortcomings and limitations pointed out.
