The 9th session of the National Assembly is expected to be held online.
Secretary General of the National Assembly Nguyen Hanh Phuc has just sent to National Assembly deputies the decision of the National Assembly Standing Committee on the plan to organize the 9th session in the form of online meetings combined with in-person meetings based on the complicated developments of the Covid-19 epidemic in Vietnam.
Accordingly, the session is divided into 2 phases. Phase 1 is an online meeting, expected to last about 5-7 days. A video link will be set up from the National Assembly House to 63 National Assembly delegations from provinces and centrally-run cities. National Assembly deputies from each locality will attend at the local link.
Delegates working in Hanoi attend meetings at Dien Hong Hall, National Assembly House. The hall has 575 seats on the first floor, with appropriate seating arrangements and sufficient distance to ensure the requirements of Covid-19 prevention and control.

The contents arranged for this online meeting include: preparatory session, opening session; non-confidential contents that have been carefully prepared (such as draft laws that the National Assembly has commented on at the 8th session...); consideration and decision on a number of urgent issues, such as the EVFTA Agreement or a number of policies and solutions related to prevention, control and overcoming the consequences of the epidemic...
The online meeting still fully complies with current regulations on National Assembly sessions. Regulations on the time for delegates to speak and debate are implemented according to current regulations (speaking no more than 7 minutes, debate no more than 3 minutes). Delegates at 63 local connection points register to speak via the hotline, ensuring that registration calls are smooth, not congested, and promptly transferred to the Executive Chairman.
Delegates vote to approve the meeting agenda at the preparatory session using an electronic system via an application installed on mobile devices.

Secretary General Nguyen Hanh Phuc noted that in cases where there are urgent issues that require the National Assembly to make an early decision, one of two voting methods may be applied according to regulations: by electronic system (via application installed on mobile devices); secret ballot (recording the ballot and sending it to the National Assembly Standing Committee).
In the second session of the session, National Assembly deputies will gather at the National Assembly House. After announcing the end of the epidemic, the National Assembly Standing Committee will invite National Assembly deputies to Hanoi for a gathering for about 7-10 days, focusing on contents such as confidential content; remaining contents of the session; voting to pass Laws and Resolutions; closing the session...
The 9th session of the National Assembly can flexibly last for about 12-17 working days, relatively short compared to regular sessions./.
