Ky Son: Rotating 17 positions in the district-level civil servant team

Bring district officials to the grassroots

The project of transferring district-level cadres to the grassroots level is one of the programs and actions to realize the Resolution of the 22nd Congress of the Party Committee of Ky Son district, term 2015 - 2020. This is considered a quick and timely move and initially brings positive results.

Following the project, in December 2015, Ky Son District Party Committee decided to transfer 5 cadres from the district to 5 communes of Muong Long, Pha Danh, Bao Nam, Huu Kiem and Bac Ly, which are areas facing many difficulties and need attention and innovation in thinking to promote socio-economic development.

Comrade Nguyen Huu Luong - former Deputy Chief of Office of Ky Son District People's Committee is one of 5 cadres transferred in the first batch to the position of Deputy Secretary of the Party Committee and Chairman of Huu Kiem Commune People's Committee.

Upon receiving his new assignment in a locality consisting of 9 villages and hamlets, mainly inhabited by Thai and Kho Mu people, where people's lives are still difficult, the first thing the new Chairman of the People's Committee of Huu Kiem commune did was to divide his time reasonably to both go to the local area and learn about the specifics of the leadership and management work of the Party Committee and government.

After studying the reality, comrade Luong advised the local Party Committee and government to consolidate and rearrange the staff, clearly assign people and tasks based on the capacity and training strengths of each person, periodically organize weekly meetings to listen to progress reports and results of assigned work of each individual and each department; assign responsibilities to cadres and civil servants to actively stay close to the area, promptly resolve or advise on resolving problems arising at the grassroots level.

This has created positive changes in the working style and awareness of public service performance of officials and civil servants in the area. The work of hunger eradication and poverty reduction in the locality has had positive changes through the direction and effective implementation of economic models such as: Clean vegetable model in Khe Nhinh; biosafety chicken farming model in Na Luong 2 village; Mushroom growing model in Na Chao village; Na Loi fragrant rice growing model in the spring crop; high-quality rice growing model with 8 favorable crops... bringing economic efficiency, contributing to improving the lives and incomes of the people, but the most important thing is that it has gradually changed the mindset of "waiting and relying on" of the people.

The work of building new rural villages has also received positive responses and movements from commune to village. In 2016, the locality registered 4 new rural villages: Khe Ty, Na Luong 1, Na Chao, Ban Hom (in which Na Luong 1 registered as a model new rural village). To date, 3 villages have completed their application for new rural recognition. The number of commune-level criteria achieved by the end of the year is 12/19 criteria.

Talking about practical experiences at the grassroots level, comrade Nguyen Huu Luong said: The biggest "gain" for rotated cadres is to cultivate comprehensive ability; experience in management, operation, and solving problems arising at the grassroots level in accordance with practical conditions.

Also from the implementation of the district's cadre rotation project, comrade Tran Quoc Dong - former Deputy Head of the District Party Committee's Inspection Committee was transferred to be the Party Secretary of Pha Danh commune. This is an area where Thai and Kho Mu people live together, and the economic conditions are much more difficult than Huu Kiem commune. With his experience and ability, comrade Tran Quoc Dong has helped the locality solve many difficult problems.

For example, seeing that the Commune People's Committee was having difficulty with domestic water, and that sometimes the staff had to carry water cans home for use, Comrade Dong advised on the construction of a 40m3 water tank to serve the daily needs of civil servants. The new Party Secretary of the Commune also personally surveyed and proposed to repair the landslide-affected road for the people of Huoi Nhuc; broke ground for the Huoi Nhuc kindergarten cluster, the Xan village community cultural house, etc.

In addition, determining that in order to change the mindset of "fear of hardship and suffering" of the people, first of all, it is necessary to change the mindset of cadres and party members, comrade Tran Quoc Dong has mobilized cadres and civil servants of the People's Committee to set an example in carrying out specific tasks for the people to follow, such as developing a ginger growing model in the garden in the commune committee premises, a 100-root tea model assigned to the Farmers' Association, a clean vegetable growing model undertaken by the Women's Association, etc.

According to comrade Tran Quoc Dong: To create trust with the people and solidarity, unity and consensus within the organization, in addition to strengthening the grassroots, struggling to find ways to promote economic development, helping people escape poverty, and bringing the locality up in all aspects, rotated cadres must truly be exemplary "practice goes hand in hand with words"...

Do good ideological work

Thanks to good ideological work (for both the sender and the destination) and timely implementation of support policies, the cadres assigned by the Ky Son District Party Committee quickly integrated, creating innovation in leadership style, working methods and more or less creating positive changes and movements in the areas under their charge.

Comrade Vi Hoe - Member of the Provincial Party Committee, Secretary of the Ky Son District Party Committee said: In addition to the specific factors, Ky Son is a poor district partly due to the limited qualifications, capacity, organizational, management and leadership capabilities of its staff (especially at the commune level). Therefore, the district determined that in order to sustainably lift the locality out of poverty, cadre work must be the root. Right before Resolution 02 of the Provincial Party Committee, the district had developed and implemented a project to transfer cadres to the grassroots level to both train and supplement human resources, creating a breakthrough movement for difficult areas.

To do this, in addition to doing a good job in personnel work, it is very important to clear up the ideology, especially in the destination because the mountainous people have a local ideology and high family solidarity. If the ideological work is not done one step ahead, it will be very difficult for the transferred cadres to work at the grassroots level.

The transferred cadres themselves also admitted that, in addition to the district's attention and their own efforts, one of the factors that helped them confidently fulfill their assigned duties and responsibilities was the consensus, support, and smooth coordination of the cadres in the locality where they were in charge.

The initial changes in the implementation of the Project on cadre rotation are the premise for Ky Son to boldly continue to carry out the work of rotating cadres according to Resolution 02 of the Provincial Party Committee in conjunction with the Project on job positions. Accordingly, the district has rotated and completed 17 positions in the team of civil servants of the District Party Committee, People's Committee, Fatherland Front and mass organizations based on the assessment of the ability to access work, professional capacity, qualifications, strengths, talents of each cadre and the requirements of the job... Before approving the Standing Committee, the Organizing Committee of the District Party Committee asked for opinions from comrades subject to rotation and received high consensus and agreement. Including commune-level cadres who were recruited to the district, such as the case of Ms. Nguyen Thi Dong - Principal, Party Cell Secretary of Nam Can Kindergarten, for the position of Deputy Head of the District Party Committee's Mass Mobilization Committee.

“The rotation and transfer of cadres, especially leaders and managers, aims to create conditions for young cadres and promising female cadres; cadres in the planning to be comprehensively trained, trained, challenged, and cultivated in different practical environments to better serve their assigned duties and tasks. In the coming time, to create a breakthrough in cadre work, Ky Son district will also study and implement a transfer and rotation plan at the commune level, accordingly, if positions such as Secretary and Chairman of the Commune People's Committee cannot be promoted and work ineffectively, a pilot rotation will be conducted to other areas” - Comrade Vi Hoe affirmed.
