Driver becomes...deputy director and chairman of the scientific council

Up to now, officials, workers and civil servants of the Ministry of Construction still cannot help but discuss the story of Mr. Nguyen Anh Tuan, from a driver to Deputy Director and Chairman of the Scientific Council of the Southern Institute of Construction Planning.

Since 2014, Mr. Dang Duc Tri (51 years old), working at the National Institute for Rural Urban Planning (VIUP) under the Ministry of Construction, has publicly denounced a number of officials and leaders of the Ministry of Construction for irregularities in personnel work.

Most notable in Mr. Tri's complaint is the case of Mr. Nguyen Anh Tuan, currently holding the position of Deputy Director and Chairman of the Scientific Council of the Southern Institute of Construction Planning (SISP) under the Ministry of Construction.

Prolonged complaint related to personnel work at the Southern Institute of Construction Planning.

The complaint states: “Many people who have worked at the Institute of Architecture and Urban and Rural Planning since then know that Mr. Nguyen Anh Tuan started out as a worker at a center under the Institute of Urban and Rural Planning.

After a period of working outside, Mr. Tuan returned to work as a private driver for Director Nguyen Dinh Toan (from mid-2009, Mr. Toan was appointed Deputy Minister of Construction - PV). Without a certificate in planning, architecture, or construction, Mr. Nguyen Anh Tuan was given the opportunity to both drive and study part-time in economics, and then was transferred to the market planning department, then promoted to head of the department in a very short time," Mr. Tri said.

According to our research, in early 2008, the Ministry of Construction merged the National Institute of Architecture and the Institute of Urban and Rural Planning into the Institute of Architecture, Urban and Rural Planning (VIAP). Before this time, Mr. Nguyen Anh Tuan was just a normal staff member in the planning department of the Institute of Urban and Rural Planning. After the merger of the two institutes into VIAP, Mr. Nguyen Anh Tuan's career began to improve.

According to the complaint of Mr. Dang Duc Tri, in 2014, the Ministry of Construction split VIAP into 3 institutes: VIUP, Vietnam National Institute of Architecture (VIAR) and SISP. Although Mr. Nguyen Anh Tuan did not have any outstanding achievements, he was still appointed as Deputy Director of VIUP.

However, at that time, because the institute's staff, workers and civil servants sent a collective petition to the leaders of the Ministry of Construction, this appointment could not be carried out. Surprisingly, a while later, Mr. Nguyen Anh Tuan was transferred to the South to hold the position of Deputy Director of SISP. Not only that, although he was not a specialist in architectural planning, Mr. Tuan was still appointed as Deputy Director, Chairman of the SISP Scientific Council, taking on the responsibility of evaluating specialized projects on planning...

Responding to Thanh Nien reporters, Mr. Ngo Trung Hai, Director of VIUP, confirmed that Mr. Nguyen Anh Tuan used to be his former employee. Mr. Hai said that appointing Mr. Nguyen Anh Tuan to various positions was normal. However, he refused to comment on why Mr. Tuan was once suspended from being appointed Deputy Director of VIUP but was later appointed Deputy Director of SISP.

Regarding the suspension of Mr. Tuan's appointment as Deputy Director of VIUP, on March 28, Mr. Truong Trong Nhan, former Director of the Construction Survey Center (under SISP), said that before Mr. Tuan was appointed as Deputy Director of VIUP in the North, there was a petition denouncing his education and qualifications as having problems, so the Ministry of Construction at that time stopped the appointment decision.

However, after VIAP was split into 3 institutes, including SISP, appointing Mr. Nguyen Anh Tuan to the South as deputy director was against the principles. If he did not have the professional qualifications and was not previously appointed as a leader, he could not be arbitrarily appointed to another unit. According to Mr. Nhan, this responsibility belongs to Deputy Minister of Construction Nguyen Dinh Toan, who deliberately supported and favored Mr. Nguyen Anh Tuan, regardless of professional standards.

Responding to Thanh Nien regarding the complaint about the Ministry's personnel organization work, Mr. Nguyen Viet Hung, Chief of Office - spokesman of the Ministry of Construction, said he would request the Department of Personnel Organization to extract the case file of Mr. Nguyen Anh Tuan and make it public.
