Encroaching on bus lane fined 1.2 million VND and driver's license revoked for 2 months

In order for the BRT bus system to operate effectively, the Hanoi Traffic Police Department said it will impose "cold fines" on vehicles that intentionally encroach on lanes and steal bus lanes through surveillance cameras installed at BRT bus stops.

Accordingly, from December 31, 2016, Hanoi BRT bus will officially operate, and authorities will proceed to fine violating vehicles.

Along the BRT route, the authorities have installed many warning signs about the fines according to Decree 46/2016/ND-CP. Specifically, vehicles entering the BRT lane will be guilty of "driving in the wrong lane". Car drivers driving in the wrong lane will be fined from 800,000 to 1,200,000 VND; the fine for motorcyclists and motorbike drivers (electric motorbikes) is from 300,000 to 400,000 VND.


In addition, cars that intentionally enter the BRT bus lane will have their driving licenses revoked for 2 months.

This is to create habits and influence the awareness of traffic participants. In cases of intentional non-compliance despite traffic police guidance and traffic flow, the traffic police will draw up a record for handling.

Mr. Tran Long, driver of car 29A 9667 said: “I agree with the punishment of vehicles that deliberately violate the law. However, the punishment needs to be handled by the right person, the right mistake, the right image and transparent; at the same time, it needs to be done regularly to raise awareness of traffic participants. Over time, it will become a habit like motorbike riders having to wear helmets. Only then will the BRT be effective...”.

Along the BRT route, the authorities have deployed many officers to be on duty, organize lane separation, and guide vehicles to travel on the right side of the road, not encroaching on the BRT lane. Traffic police, traffic inspectors, and local police along the BRT route are mobilized, ready to handle incidents and traffic conflicts on the BRT route.

When traffic jams occur, traffic controllers have the right to let vehicles enter the BRT lane to clear the jam and reduce traffic pressure.

According to the plan to organize the BRT lanes, taxis and trucks are not allowed to travel along the BRT route during the morning rush hour from 6am to 9am and afternoon from 4:30pm to 7:30pm. Taxis, trucks carrying goods of 500kg or more, passenger cars and contract cars are not allowed to operate during the morning rush hour from 6am to 9am and afternoon from 4:30pm to 7:30pm on the northern axis of Ha Dong (section from Le Trong Tan to To Huu - Van Phuc intersection).

Taxis are also banned from operating during rush hours on Giang Vo – Lang Ha – Le Van Luong. Vehicles transporting students, staff, emergency vehicles, ambulances, the elderly and the disabled are allowed to operate normally.

Agencies, companies, hotels, and restaurants on the BRT corridor that need to use taxis must arrange adequate parking spaces and register their service logo with the Hanoi Department of Transport.

According to the new regulations, motorbikes, scooters, and non-motorized vehicles are not allowed to travel on the two overpasses during rush hours. Trucks and cargo vehicles with a permitted load of 500 kg or more will be completely banned from traveling on the two overpasses.
