In what cases must road vehicle drivers reduce speed?
Mr. Nguyen Van Thanh, residing in Thai Hoa town, asked: The 2024 Law on Road Traffic Order and Safety stipulates that drivers participating in road traffic must observe and reduce speed in which cases?
Article 12, Section 3 of the 2024 Law on Road Traffic Order and Safety stipulates:Drivers of vehicles participating in road traffic must observe, reduce speed or stop to ensure safety in the following cases:
a) At places where there are pedestrian crossings or other signs or where pedestrians or wheelchairs of disabled people are crossing the road;
b) There are warning signs of danger or obstacles on the road;
c) Changing direction of vehicle or limited visibility;
d) Where roads intersect at the same level with roads, roads intersect at the same level with railways; narrow roads, roundabouts, winding roads, mountain passes, and slopes;

d) At narrow bridges, culverts, spillways, underground roads, underpasses, and road tunnels;
e) Areas with schools, hospitals, bus stations, crowded public works, densely populated areas, markets, areas under construction on roads, and scenes of road traffic accidents;
g) Having animals walking on the road or grazing on the roadside;
h) Avoid vehicles going in the opposite direction or when allowing vehicles behind to overtake; when there is a turn signal or emergency signal from a vehicle going in the same direction in front;
i) Stops and parking lots on the road where passengers are getting on or off the vehicle;
k) Encountering vehicles transporting oversized, overweight goods, dangerous goods; or pedestrians;
l) Meet priority vehicle;
m) Rain, wind, fog, smoke, dust, slippery and muddy road surfaces, and lots of rocks and scattered materials affect road traffic safety;
n) Area where road traffic control is being organized.
