Nghe An attaches responsibility of individual leaders to the results of propaganda work on laws on traffic safety and order.

Nghe An Provincial People's Committee has just issued Plan No. 44/KH-UBND to propagate traffic safety laws in 2025.

Accordingly, the Provincial People's Committee requests:

- The Provincial Traffic Safety Committee, all levels, sectors, organizations, and localities innovate and diversify forms, and increase the application of information technology to improve the quality of propaganda work to suit the awareness of each traffic participant, each area, age, and region, contributing to building a traffic culture in the community, towards an orderly, disciplined, and safe society in traffic participation.

- Synchronously deploy solutions from the provincial to grassroots levels, focusing on disseminating measures to prevent and stop violations of traffic safety laws, which are the direct and main causes of traffic accidents such as: Driving at a speed exceeding the prescribed speed limit, using alcohol while driving, handing over vehicles to unqualified drivers, encroaching on sidewalks and traffic safety corridors for production, business, trading, etc.; fines and forms of punishment for violations of traffic safety laws.

- Attach the responsibility of individual leaders to the results of propaganda work, dissemination of legal education on traffic safety and order within the scope of functions, tasks and authority of agencies, units and members of the Subcommittee on propaganda of legal education on traffic safety and order.

- The propaganda of laws on traffic safety and order is carried out for all citizens, but mainly focuses on the following groups of subjects:

Officials and civil servants in charge of ensuring traffic safety at the commune level; Village, block, hamlet and village heads along both sides of national highways and provincial roads; Drivers of vehicles participating in traffic and owners of transport businesses; Freelance workers, students, ethnic minorities, people living in remote areas, areas with special economic difficulties...

- Content of propaganda exercisefocus on:

+ Law on Road Traffic Order and Safety, Road Law, Law on Inland Waterway Traffic and documents detailing the implementation of the Law; Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government stipulating administrative sanctions for violations of road traffic order and safety; regulations on deduction and restoration of driving license points; Decree No. 100/2019/ND-CP (amended by Decree No. 123/2021/ND-CP) and other legal provisions related to ensuring order and safety of road, railway and inland waterway traffic.

+ Documents of the Provincial Party Committee, People's Council, and People's Committee on ensuring traffic safety, promoting the building of traffic culture in the community; building typical examples in localities, units, agencies, and schools with no traffic safety violators and no traffic accidents.

+ Measures to prevent and stop violations that cause traffic accidents, especially the use of vehicles that are not qualified to drive, speeding, recklessly overtaking, weaving, swerving, drinking alcohol while participating in traffic, and propaganda about the consequences and harms of traffic accidents.

In Plan No. 44/KH-UBND, the Provincial People's Committee also assigned specific tasks to localities and related departments to coordinate in order to effectively carry out the task of ensuring traffic safety; contributing to achieving the goal of reducing the above 3 criteria: the number of accidents, the number of deaths and injuries compared to 2024; preventing and limiting serious and especially serious traffic accidents; not allowing traffic congestion on main traffic axes, key traffic hubs, and urban areas in the province.
