Nghe An strengthens traffic order and safety for students
After more than 1 year of implementing Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on "Strengthening the work of ensuring traffic order and safety for school-age children in the new situation", initially, the work of ensuring traffic safety for students in Nghe An province has achieved positive results.
Diverse forms of implementation
Nghe An province currently has 1,469 schools from kindergarten to high school. However, traffic violations by students, especially middle and high school students, are still common.
To solve this problem, agencies, departments and branches have implemented many measures to propagate and educate traffic safety laws at educational institutions, with many forms and rich content.

One of the effective forms of propaganda in 2024 is to organize mock trials. For example, at Nguyen Duc Mau High School (Quynh Luu), the District People's Procuracy coordinated with the authorities to organize a mock trial of the case "Violating regulations on road traffic participation". This case involved student Le Van H., grade 12, driving a motorbike while drinking alcohol and not having a driver's license, causing an accident that killed one person.
The mock trial helped students become aware of the serious consequences of traffic violations. The prosecutor emphasized the current situation of students participating in unsafe traffic, contributing to increased accidents and affecting local security and order. After the trial, the Procuracy requested the authorities to strictly handle violations and called on schools to strengthen traffic safety education for students.
Students participating in the program said that this activity is very practical, helping them understand the serious consequences of traffic violations, thereby raising their awareness of obeying the law when participating in traffic.

In addition to the mock trial, the Provincial Traffic Safety Committee also organized many propaganda programs at schools. One of the typical activities was the program held at Vinh University, with the participation of more than 500 students of Vinh University High School for the Gifted.
At the program, students are informed about legal regulations, how to prevent accidents and identify traffic violations. They are also instructed in safe driving skills and practice on model cars. The program not only helps students improve their knowledge of traffic safety but also equips them with practical skills to ensure safety when participating in traffic...

In particular, local traffic police also increased patrols and traffic control, promptly detecting and handling violations, especially those related to students.
During the past year, the traffic police force recorded 20,102 traffic violations involving students (accounting for 20.44% of the total number of traffic violations). The main violations include: driving a motorbike underage in 6,106 cases, speeding in 576 cases, not wearing a helmet in 9,741 cases, etc. In addition, the traffic police force sent 19,206 notices of student violations to schools for appropriate education and handling measures.
Strictly handle the leader
Despite the implementation of many measures, the situation of students violating traffic safety is still common. In the preliminary report on 1 year of implementing Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on "Strengthening the work of ensuring traffic order and safety for students in the new situation" of the People's Committee of Nghe An province, it was also pointed out: Although many propaganda measures have been implemented to students, the awareness of a part of students in complying with traffic laws is limited, there are still acts of violating traffic laws such as running red lights, going the wrong way, encroaching on lanes...
Meanwhile, many parents are still subjective, giving vehicles to school-age children to drive when they are not old enough; coordination between school - family - society to manage and educate students to comply with traffic safety laws is still limited...

According to comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, in order to effectively implement Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister, Nghe An will continue to effectively implement the directions of the Government, the Ministry of Public Security and the Provincial People's Committee on propaganda and education of laws on traffic order and safety in educational institutions.

In particular, focus on disseminating and popularizing legal knowledge on traffic safety and traffic skills for students through appropriate forms and measures. The Provincial People's Committee also directed the Provincial Police and the Department of Education and Training to continue implementing the Plan to implement the pilot model of "Educating awareness of law compliance and life skills in schools". Organize parents, students, officials, teachers and staff to sign a commitment to compete in obeying traffic laws and provide guidance on safe traffic participation skills...
The Provincial Police will continue to vigorously implement the topic of ensuring traffic safety for students, in order to curb traffic accidents related to this age group. Strengthen patrols, control, strictly handle violations and notify the list of teachers and students who violate the law to the Education sector and educational institutions. For educational institutions with many violations, the Department of Education and Training is required to consider responsibility and strictly handle the head.
At the same time, continue to review and organize traffic and infrastructure on roads near schools, add equipment to ensure traffic safety and overcome shortcomings. Research plans to install surveillance cameras near school gates to record traffic violations by students, as a basis for handling and evaluating emulation for classes, teachers and students.
