According to the Ministry of Public Security, in Clause 1, Article 59 of the Law on Road Traffic Order and Safety, the age of drivers and specialized motorbike operators is stipulated as follows:
- People 16 years of age or older are allowed to drive motorbikes;
- People aged 18 years or older are granted a driving license of class A1, A, B1, B, C1, and a certificate of training in road traffic law to drive specialized motorbikes on the road;
- People 21 years of age or older are granted a Class C, BE Driver's License;
- People 24 years of age or older are granted a driving license of class D1, D2, C1E, CE;
- People 27 years of age or older are granted a driving license of class D, D1E, D2E, DE;
- The maximum age of drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat) and sleeper cars is 57 years old for men and 55 years old for women.

Regarding the latest fines for underage drivers of motorbikes and scooters:
Pursuant to Clause 1 and Point a, Clause 4, Article 18 of Decree 168/2024/ND-CP regulating penalties and deduction of driving license points for violations of regulations on conditions for motor vehicle drivers as follows:
- Warning penalty for people from 14 years old to under 16 years old driving motorbikes, motorbikes, motorbike-like vehicles and motorbike-like vehicles or driving cars, driving 4-wheeled motorized passenger vehicles, 4-wheeled motorized cargo vehicles and car-like vehicles.
-Fine from 400,000 VND to 600,000 VND for people from 16 years old to under 18 years old driving motorbikes with cylinder capacity from 50 cm3or more or have an electric motor capacity of 04 kW or more.
