Leaders of the National Digital Transformation Agency recommend solutions for Nghe An to improve the efficiency of administrative procedures in the digital environment.

A working delegation from the Ministry of Science and Technology has just conducted a field inspection of the provision and settlement of administrative procedures (AP) and online public services at relevant agencies and units, and worked with the People's Committee of Nghe An province.

On this occasion, reporters of Nghe An Newspaper, Radio and Television talked with Mr. Do Lap Hien - Acting Head of Digital Services Department, National Digital Transformation Agency, Ministry of Science and Technology, Deputy Head of the Inspection Delegation about some assessments and recommendations for Nghe An after more than 1 month of operating a 2-level local government to provide and smoothly resolve administrative procedures in the digital environment.

PV: Dear comrade, the working group of the Ministry of Science and Technology has just conducted a field inspection of the provision and settlement of administrative procedures and online public services in Nghe An. Could you share more clearly about the purpose of this inspection, as well as the key contents that the group is aiming for?

Comrade Do Lap Hien:The operation of the two-level local government system took place very quickly and urgently. Officials, agencies, and localities had to “run and queue” day and night, so it was difficult to avoid initial limitations.

At the beginning of the implementation, many problems were only latent, but through the daily work process, after more than a month, the difficulties and obstacles have basically been fully revealed. The general spirit of the Inspection Team is to help localities clearly identify the problems, and at the same time, from the voice of the locality, report to the Party and State leaders to direct relevant ministries and branches to handle.

PV: Through the process of working and surveying the reality at agencies and units on providing, resolving administrative procedures and online public services in Nghe An, the Working Group has had initial observations. According to you, what are the biggest difficulties that the province is facing and conversely, what advantages help Nghe An deploy a two-level local government more effectively?

Comrade Do Lap Hien:Overall, it can be seen that Nghe An has both difficulties and advantages. The difficulty is the large area and large population, but the advantage is that there is no major disruption due to the lack of arrangement of provincial-level administrative units, but mainly facing the pressure of rapid organization of the apparatus to meet the needs of a two-level local government.

Through actual work and initial surveys, it can be affirmed that Nghe An is one of the localities that has implemented well. The province has clearly recognized many of the issues raised by the delegation and I believe that once there is awareness, there will be effective solutions.

However, in the spirit of the Central Government's thorough implementation of administrative procedures in a smooth, effective and uninterrupted manner when arranging administrative units and implementing 2-level local government in August, the implementation progress has been urgent, so it must be more urgent and active.

PV: From the perspective of the Inspection Team and practical experience, what recommendations do you have for Nghe An to both thoroughly resolve urgent immediate requirements and ensure progress and quality in implementing long-term goals?

Comrade Do Lap Hien:The Politburo and the Secretariat issued Conclusion No. 178-KL/TW dated July 17, 2025 on continuing to implement tasks to ensure the smooth and effective operation of the two-level administrative apparatus; Conclusion No. 179-KL/TW dated July 25, 2025 on continuing to implement tasks to perfect the apparatus and operation of the two-level local government model; Conclusion No. 183-KL/TW dated August 1, 2025 on actively implementing the operation of the two-level local government model, strongly shifting the grassroots level to proactively grasping and operating the socio-economy, national defense and security.

The Central Steering Committee for Science, Technology, Innovation and Digital Transformation also issued Plan No. 02-KH/BCĐTW dated June 19, 2025 on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system. These are close-knit directives, requiring clear and specific progress, including both urgent tasks and long-term orientations.

In August, the working group requested Nghe An to focus on thoroughly resolving issues such as: Fully configuring internal processes for handling administrative procedures on the system, optimizing interactive electronic forms, speeding up the digitization of records, overcoming the situation of results being returned late or not being able to be reused, promoting the provision of official digital signatures, improving the skills and qualifications of the team of cadres, civil servants and public employees at the commune level.

Along with that, the province needs to increase the rate of online application submission, effectively implement online payment, ensure physical facilities in communes, establish points for handling procedures related to citizen identification; make maximum use of electronic data warehouses of organizations and individuals from both the old system and the new data warehouse; connect and synchronously exploit data from national databases and systems of ministries and branches; provide sufficient data to serve newly decentralized administrative procedures; perfect the regulations on system operation and exploitation; connect, share and synchronize measurement and monitoring data to serve the direction and administration work; at the same time, eliminate people's concerns about information insecurity when using online public services...

Performing these tasks well will help Nghe An promptly handle immediate requirements for providing and resolving administrative procedures and online public services for local authorities at two levels.

In the long term, the province needs to continue to implement in accordance with the spirit of Conclusions 178, 179, 183 of the Politburo, the Secretariat and the tasks and milestones in Plan No. 02 of the Central Steering Committee on science and technology development, innovation and digital transformation; promote the good work that has been done, and at the same time accelerate to ensure the overall progress.
