Consulting on promulgating policies to support the installation of navigation equipment for fishing vessels over 15m

The draft has completed the procedure of consulting with departments and branches and has been approved by the Provincial People's Committee. The Department of Agriculture and Rural Development announces the following basic contents for the people to know:

+ DApplicable objects:Owners of fishing vessels with a maximum length of 15m or more;

+ Support principles:(1)Financial support for purchasing journey monitoring equipment installed on fishing vessels according to this Resolution is post-investment support: Fishing vessel owners mobilize capital for implementation, the State budget supports after being accepted and assessed by competent authorities to ensure conditions for support according to regulations; (2) Each fishing vessel is only supported once for each device installed on the vessel.(3)Ensure timeliness, openness, transparency, fairness and compliance with regulations.

+ Content and support level: (1) Support for purchasing 01 (one) set of voyage monitoring equipment installed and operating on fishing vessels: Support 50% of the value of 01 set of voyage monitoring equipment, but not exceeding VND 8,750,000. (2) Support for service subscription fees for voyage monitoring equipment on fishing vessels: Support 50% of monthly subscription fees, but not exceeding VND 120,000/vessel/month.

+ Support conditions:

- Owners of fishing vessels with a length of 15m or more registered in Nghe An province; fully comply with regulations on registration, inspection of fishing vessels, fishing licenses or business licenses (for fishing logistics service vessels).

- The journey monitoring equipment installed on fishing vessels must be 100% new, manufactured from 2019 onwards, and have functions that meet the regulations of the Government and the Ministry of Agriculture and Rural Development.

- Fishing vessel owners must commit to using, maintaining and managing the voyage monitoring equipment installed on fishing vessels for at least 03 years (36 months) from the date of receiving the province's support policy.

+ Support time:For support to purchase journey monitoring devices: From August 2020 to December 31, 2020.For service subscription fee support for voyage monitoring devices installed on fishing vessels: Starting from August 2020.

+ Documents, procedures and processes to enjoy support policies:

- Application for support according to the form certified by the People's Committee of the commune where the ship owner has permanent residence regarding the requested support contents.

- Minutes of acceptance according to the form of completion of installation of voyage monitoring equipment on fishing vessels including fishing vessel owner, representative of local People's Committee, representative of Fisheries Sub-Department.

- Copies with originals or notarized, certified copies of the following documents: Identity card or Identification card of the fishing vessel owner; Certificate of technical safety of fishing vessels; Certificate of fishing vessel registration; Fishing license; Certificate of business registration (for fishing logistics service vessels).

- Contract, contract liquidation acceptance report, invoice, payment documents, installation information declaration form, service subscription fee.
