Ceremony of transferring and receiving some functions and tasks of departments and branches to Nghe An Police
On the morning of February 27, Nghe An Provincial Police held a ceremony to transfer and receive a number of functions and tasks of departments and branches to Nghe An Police.
Attending the conference were comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police.

Also attending the conference were comrades in the Standing Committee of the Party Committee, leaders of the Provincial Police; representatives of the departments: Justice, Transport, Natural Resources and Environment, Information and Communications, Labor - Invalids and Social Affairs, Planning and Investment, Home Affairs, Finance and representatives of the units: Provincial People's Committee Office, Provincial Youth Union, Vinh City People's Committee, Ky Son District People's Committee, Que Phong District People's Committee, Vinh International Airport, VNPT Nghe An.
Implementing the Party and State's policy on continuing to arrange and streamline the apparatus for effective and efficient operation, meeting the requirements and tasks in the new situation, in the past time, together with the political system of the whole province, Nghe An Provincial Police has led and directed the comprehensive and drastic implementation of measures to serve the task of arranging and streamlining the apparatus. With the spirit of urgency, "running and lining up at the same time", the Provincial Police has urgently and comprehensively deployed all tasks to implement the policy of organizing a 2-level local police model (province, commune), not organizing a district-level police model (effective from March 1, 2025).
Immediately after receiving the policy from the superiors on streamlining and organizing the apparatus, including transferring 5 functions and tasks to the Provincial Police: Receiving the task of ensuring aviation security from Vinh International Airport; State management of ensuring network information security; State management of drug addiction treatment and post-treatment management; State management of testing and granting of road motor vehicle driving licenses; State management of criminal records and performing public services of issuing criminal records, identifying this as a particularly important task, the Provincial Police proactively reported to the Provincial Party Committee and the Provincial People's Committee to ask for direction.

With the goal of not interrupting work, affecting the quality of work and serving the people, the Provincial Police Department has organized many internal meetings and work sessions to thoroughly grasp and unify awareness and actions; established many working groups to directly survey and work with relevant departments, branches and units to assess the current status of facilities, equipment, organizational structure, operating procedures, etc., serving the reception of new functions and tasks; assigned leaders of the Provincial Police Department according to their fields of responsibility to directly direct working groups to work with relevant departments, branches and units.
Speaking at the ceremony, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and highly appreciated the proactive, responsible and urgent spirit of the Provincial Police and departments and branches in the implementation process, contributing to the political system of the whole province to well implement the Party and State's policy on continuing to arrange and streamline the apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new situation.

The Chairman of the Provincial People's Committee requested the leaders of the Provincial Police - the unit that has been transferred its functions and tasks - to pay close attention to and promptly direct the tasks; at the same time, encourage officers, soldiers and employees to promptly approach the work, improve their professional capacity and ability to perform tasks to promptly meet the requirements and tasks in the new situation. Pay attention to arranging and implementing well the policies and regimes according to regulations for the number of officers recruited by the People's Police force or signed labor contracts; train, foster and coach in accordance with the requirements and tasks of officers working and serving in the People's Police force.
For departments and branches that have transferred functions and tasks, the Chairman of the Provincial People's Committee requested to continue to coordinate with functional units of the Provincial Police to provide professional support for the transferred fields, especially in the initial stage; ensure that activities take place normally and effectively, without affecting or interrupting general activities. Continue to coordinate with the Provincial Police and the Department of Home Affairs to advise on plans for job placement, policies and regimes for cadres, workers, civil servants and employees to ensure prudence, objectivity, suitability and compliance with regulations.

For cadres, workers, civil servants and employees, the Chairman of the Provincial People's Committee requested to clearly define their ideology, enhance their sense of responsibility, accompany the Party Committee, government and sectors at all levels in implementing the Party's policies, and strive to successfully complete assigned tasks.
Speaking at the handover signing ceremony, Major General Bui Quang Thanh - Member of the Provincial Party Committee Standing Committee, Party Secretary, Director of the Provincial Police Department emphasized: Today's signing ceremony marks a fundamental handover between the Provincial Police Department and departments and branches. However, in the first step after the handover, the operation and putting into operation will inevitably face difficulties and problems.
The Director of the Provincial Police Department requested that departments and branches continue to pay attention, support and provide professional assistance in the initial phase of task transfer so that the functional units of the Provincial Police Department can operate smoothly, without interrupting normal operations, ensuring that work efficiency is equal to or better than before, serving the legitimate needs and aspirations of individuals and businesses. Focus on coordinating to resolve outstanding issues, difficulties and problems, especially those related to case files that have agreed on a solution and transfer plan.

The Director of the Provincial Police Department requested that officers and soldiers of the functional departments of the Provincial Police Department who are assigned to receive and perform new functions and tasks must identify this as a major and important task. The policy of transferring functions and tasks from departments and branches to the Provincial Police Department demonstrates the trust and assignment of tasks by the Party and State to the Police force at all levels.
At the same time, this is also a "turning point" period that poses great responsibilities and challenges, requiring the police force to be extremely proactive and resolute in accordance with the direction of the Ministry of Public Security's leadership: "determined to do and done, must be done thoroughly". Therefore, officers and soldiers of the provincial police departments must always determine"work is not over yet, through the night, through holidays, through days off", quickly approach the job, learn, improve professional expertise, overcome all difficulties, complete assigned tasks well, not to affect the work efficiency and reputation of the People's Public Security force.
After the handover signing ceremony, from March 1, 2025, 5 functions and tasks were transferred to the Public Security force to officially operate and operate under the new organizational model.
