According to the indictment of the Nghi Loc District People's Procuracy, at about 1:00 p.m. on March 19, 2018, Dao Van Be (from Quang Son commune, Do Luong district) drove a tractor trailer with license plate 37C-194.40 towing a trailer in the wrong direction at the intersection between National Highway 1A and Road N5 where there were no traffic lights.
Due to not observing and not giving way to vehicles coming from the right, an accident occurred with the motorbike with license plate 37B1-102.15 driven by Mr. Hoang Van Chien (residing in Tay Thanh commune, Yen Thanh district), killing 2 people sitting behind the motorbike, Mr. Chien's wife and son.
The above behavior of Dao Van Be violated Clause 2, Article 15, Clause 1, Article 24 of the Law on Road Traffic and has sufficient elements to constitute a crime.
