Rural low voltage grid: Degraded, lacking and weak

(Baonghean) - Implementing the policy of handing over the rural low-voltage grid to the electricity sector for management to ensure synchronization in operation, maintenance and development of the grid to serve the people, up to now, the handover work in Nghe An has been basically completed. However, due to the long time of use, many localities have not been invested in upgrading, so the rural grid system is revealing many shortcomings.

Anh Son is one of the localities with poor power grid infrastructure in the province. Among them, Lang Son commune is on the list of communes with the most seriously degraded power grid infrastructure in the district with many broken and crooked power poles that need to be temporarily supported; up to 113 power poles were erected by the people themselves with bamboo. Statistics of the whole commune show that there are currently 216 damaged low-voltage power poles, of which 147 poles need to be repaired immediately.

According to Mr. Ngo The Lu - Deputy Director of Anh Son Electricity, after many years of operation, the power grid system has seriously degraded. In general, in Anh Son district, there are currently 1,040 broken bamboo and wooden poles, broken concrete poles that need to be supported, cracked concrete poles that are at risk of collapsing; of which 545 poles need to be repaired immediately.

Seriously degraded power infrastructure is also a common situation in many rural districts in the province. According to incomplete statistics, Yen Thanh district currently has about 2,000 seriously damaged power poles that need to be replaced; the system of bare wires and porcelain beams that have been used for too long has degraded, with loose wires and broken connections in many places.

According to assessment, Nghe An's rural low voltage grid is among the "worst" in the country. Mr. Dang Van Hieu - Head of Technical Department, Nghe An Electricity Company said: Currently, except for some mountainous districts with basic power grid investment such as: Con Cuong, Tuong Duong, Ky Son, ... most of the rest are very old, do not ensure safe operation and have high power loss.

Most transformer stations often have a wide power supply radius, leading to low voltage lines at the end, poor power quality causing high power loss. Old, worn-out wires that have been operated for a long time are of poor quality and oxidized, leading to rotting. There are also amphoteric aluminum wires, A16 and A10 wires. Very few poles meet standards, there are many low concrete poles cast by people and many bamboo and wooden poles do not ensure safe operation.

"Currently, the power grid infrastructure in some mountainous districts has been newly invested, with good grid quality. However, in order for the grid to operate safely, continuously supply electricity to serve the people, and avoid quickly falling into a state of serious degradation, local authorities in the process of planning and granting land must not encroach on the grid safety corridor; pay attention to protecting the grid safety corridor, and not let trees, houses... violate the safety corridor. According to State regulations, the wire from the meter to the electricity user is currently invested by the people themselves in many places and is not safe and there have been many accidents. Therefore, people need to replace or repair it to ensure safety..." - Mr. Vuong Dinh Dung - Deputy Head of Planning and Materials Department, Nghe An Electricity Company, emphasized.

Up to now, Nghe An Electricity Company has received electricity sales to 421 households in communes and some residential areas. Cumulative received volume: 10,272 km of 0.4kV line; 674,426 households using 1-phase electricity and 25,392 households using 3-phase electricity.

The total value of the transfer is 425 billion VND, of which RE2 + RE2MR is 250 billion VND; investment capital from the people and other sources is 175 billion VND. There are 2 communes and some residential areas that have not agreed to hand over or are inconsistent, so the transfer has not been implemented: Nghi Lien commune (Vinh city), and Quynh Ba commune (Quynh Luu).

After implementing EVN's policy on managing low-voltage power lines in the province, the province now has 15,123 km of low-voltage power grid (of which rural low-voltage power grid is 11,600 km).
