Swapping "red books" and hiring people to impersonate land owners to fraudulently sell land in Ha Dong, Hanoi, the Hanoi City People's Procuracy has just completed the indictment to prosecute the above 3 defendants.

According to the indictment, the couple Nguyen Trung H. (born in 1975) and Le Thi H. (born in 1982, both living in Ha Dong (Hanoi) have a piece of land in Duong Noi ward, Ha Dong district. The land use right certificate is under the name of the owner, Mr. H.

In May 2020, because he wanted to sell land, Mr. H. posted it on the Internet. On July 3, 2020, a male subject (about 60 years old, unknown background) came to Mr. H.'s house to ask to buy land.

When Mr. H. showed the original "red book" to this person, taking advantage of the landowner's carelessness, the subject swapped Mr. H.'s real "red book", left behind the fake "red book" and then left.

After that, the person who swapped Mr. H's "red book" hired Ngo Thi Hieu (born in 1959, in Dong Anh) to find someone to impersonate Mr. H's wife and husband to sign to sell Mr. H's land at Notary Offices in Hanoi for 4 million VND.

In early July 2020, Hieu found and hired Ta Quoc Hung (born 1976, in Ba Dinh) and Nguyen Le Huyen (born 1977, in Nam Tu Liem) to pretend to be Mr. H. and his wife.

To commit the violation, Hung and Huyen took portrait photos to forge identity cards, household registration books, and marriage certificates in the names of the landowners, Mr. and Mrs. H.

With full documents, the person who swapped Mr. H's "red book" and his accomplices sold this land to Mr. Pham Anh T. (born in 1977, in Gia Lam) for 2 billion VND. The sale was authenticated at the Notary Office in Ha Dong district.

After impersonating Mr. H. and his wife to complete the procedures for signing a notarized contract to sell the land plot in Duong Noi ward to Mr. T., Hung was paid 800,000 VND, Huyen received more than 1.9 million VND, and Hieu benefited more than 1.2 million VND.

On July 8, 2020, after learning that his "red book" had been swapped and the land had been transferred, Mr. H. went to the police to report.

During the investigation, because the fraudulent appropriation of property by the person who swapped Mr. H.'s "red book" and his accomplices had not been clarified, the Investigation Police Agency decided to temporarily suspend the case of fraudulent appropriation of property, and at the same time, separate the criminal acts of the related subjects for later investigation and handling.

The Hanoi People's Procuracy has prosecuted Hieu, Hung, and Huyen for the crime.Forging seals and documents of agencies and organizations.
