(Baonghean.vn) - Currently, there are a number of organizations and individuals who post and disseminate many news and articles with bad, fabricated, and untrue political content in order to oppose the regime; or defame the honor and reputation of others. These violations have been and are being severely dealt with by the authorities.
Exploiting cyberspace to oppose the government
The incident of a doctor using Facebook to oppose the regime has recently received special attention from the public. After monitoring the activities on a Facebook account named "Bao Kiem", the Nghe An Police Investigation Security Agency identified the owner of the account as Nguyen Duy Huong, residing in Son Thanh Commune (Yen Thanh). Huong is a doctor who opened a private clinic Duy Nhi in Vinh Thanh Commune, Yen Thanh District, but he often uses the Facebook "Bao Kiem" to post many contents that violate national security. Therefore, at 10:00 a.m. on March 22, the Nghe An Police Investigation Security Agency issued an emergency detention order against Nguyen Duy Huong (born 1987), residing in Yen Thanh District (Nghe An) to investigate the act of "Making, storing, disseminating or propagating information and documents aimed at opposing the Socialist Republic of Vietnam" under Article 117 of the Penal Code.
According to documents from the security investigation agency, from 2018 until the time of his arrest, Nguyen Duy Huong used the Facebook account "Bao Kiem" to post many distorted and defamatory contents of the people's government. In addition, Nguyen Duy Huong also took advantage of sensitive events to write, post, and share images and articles with content that defamed the government, defamed and insulted the activities of public agencies, and insulted those performing their duties. Nguyen Duy Huong's actions have damaged the people's trust in the Party and the Socialist regime, and undermined political and ideological unity in society. Therefore, it is necessary to investigate and handle them strictly before the law.

Nguyen Duy Huong's Facebook "Bao Kiem" has more than 900 friends and 83 followers. The Security Investigation Agency coordinated with Yen Thanh District Police to conduct an emergency search of Nguyen Duy Huong's residence in Son Thanh Commune, Yen Thanh District and at Duy Nhi Clinic in Vinh Thanh Commune, Yen Thanh District, seizing 1 tablet and 1 mobile phone. At the investigation agency, Nguyen Duy Huong admitted to his crime. Huong's actions are currently being further investigated and expanded by the Security Investigation Agency of Nghe An Province Police.
Previously, the Nghe An Police Investigation Security Agency also discovered that Nguyen Van Lam, born in 1970, residing in Dong Vinh Ward - Vinh City, posted and shared many articles, images, and videos with propaganda, sabotage, and incitement content.anti-Party, The State, local authorities, promote and praise the Republic of Vietnam regime. On December 4, 2019, Nghe An Provincial Police summoned, fought, warned and educated Nguyen Van Lam about the above violations. However, after being warned, Nguyen Van Lam continued his sabotage activities, especially during the 19th Congress of Nghe An Provincial Party Committee and in preparation for the 13th National Congress of the Party, Lam increased his violations in cyberspace. Therefore, Nghe An Police collected and consolidated documents proving the subject's criminal acts. On November 6, 2020, the Investigation Security Agency of Nghe An Provincial Police issued a Decision to prosecute the case, prosecute the accused and temporarily detain Nguyen Van Lam to investigate the act of "Making, storing, disseminating or propagating information and documents aimed at opposing the Socialist Republic of Vietnam" under Article 117 of the Penal Code.

In 2020, Nghe An Provincial Police discovered 132 cases of violations of legal regulations on security and safety in cyberspace as prescribed inLaw on Cyber Security.Of which, 31 cases were administratively fined with a total amount of 251.25 million VND. 102 violators were warned, deterred, educated, and required to remove false information and post correction information.prosecuted, arrested 05 cases, 05 subjects used social networks for contentagainst the Party and the State.
Faced with the above situation, Nghe An Provincial Police coordinated with functional forces to deploy working measures, monitor and strictly manage information on the internet and cyberspace; promptly detect, combat and strictly handle violations... Thereby contributing to stabilizing the situation, promptly orienting public opinion in the face of incidents, preventing security and order complications from arising.

Accordingly, Nghe An Police have verified, fought, clarified, and administratively sanctioned 31 cases with a fine of 251.25 million VND. Notably, in 2020 alone, 05 cases and 05 subjects were prosecuted and arrested for spreading content on social networks.against the Party and the State, bad political content, distortions and false information affecting security and order in the area. For example, Phan Cong Hai was prosecuted and temporarily detained by Nghe An Provincial Police for "Making, storing, disseminating or propagating information and documents against the Socialist Republic of Vietnam". After that, Nghe An Provincial People's Court held a first-instance trial of the case and sentenced Phan Cong Hai to 5 years in prison and 3 years of probation. Or on November 5, 2019, Nghe An Provincial People's Court sentenced Nguyen Nang Tinh (born in 1976, hometown Quynh Hung commune, Quynh Luu district; residing in hamlet 6, Nghi Phu commune, Vinh city; former teacher of Nghe An College of Culture and Arts) to 11 years in prison for the crime of "Making, storing, disseminating or propagating information, documents and items against the Socialist Republic of Vietnam".

It is requested that people do not provide, post, or share fake, fabricated, untrue, distorted, slanderous, or defamatory information that offends the reputation of agencies, organizations, the honor and dignity of individuals, or information that causes confusion among the people, incites illegal acts, or disrupts security and order.
In addition, each citizen needs to raise their awareness and vigilance against information accessed from cyberspace. For organizations and individuals who violate the law, the authorities will investigate and strictly handle them according to current legal regulations.
