With a length of about 4km (from Sao River dam to Nghia Binh commune), the power line runs through many perennial crop lands of households in Nghia Binh and Nghia Lam communes; but the safety corridor of the power grid is only about 3m wide. Along the entire route, there are many areas where people plant trees close to the corridor boundary. Trees such as rubber and acacia trees, 4-5 years old, have a height that is much higher than the power line, with their wide canopy covering the power line. |

The Sao River irrigation reservoir power line has had a number of incidents. On August 25-27, 2010, storm No. 3 caused trees along the corridor to fall on the power line, paralyzing the entire Sao River power line system; on May 12, 2014, due to heavy rain and wind, all the trees in the corridor covered the power line, causing a power outage on the entire 974 E15.2 power line, affecting the power supply to the entire Nghia Dan town, the communes of Nghia Hoi, Nghia Binh, Nghia Tho, Nghia Phu, Nghia Loi, the Nghia Dan Medical Center transformer station; the Sao River transformer station, affecting the power supply to the people; especially, the power supply to the medical center and the flood discharge operation... The high-voltage power line of the Sao River irrigation reservoir has the function of opening and closing the flood discharge in the reservoir, regulating water for production and providing electricity for residential areas. Clause 5, Article 4 of Decree No. 14/ND-CP dated February 26, 2014 of the Government detailing the implementation of the Electricity Law on electrical safety clearly states that one of the prohibited acts is "planting trees or placing trees that violate the safety distance for overhead power lines and power stations". Therefore, the fact that some households' trees cover the power lines is an alarming reality, Nghia Dan Power Company needs to urgently coordinate with relevant agencies to take measures to resolve this. |
