According to the Ministry of Public Security's Information Portal, on August 10, Senior Lieutenant General To Lam - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security signed and issued decisions to appoint judicial positions of the Ministry of Public Security's Security Investigation Agency; the Ministry of Public Security's Police Investigation Agency; the Criminal Judgment Execution Management Agency and the Temporary Detention and Imprisonment Management Agency under the Ministry of Public Security.
Appointing Major General Ly Anh Dung, born in 1961; Director of the Security Investigation Department, Ministry of Public Security, to the position of Permanent Deputy Head of the Security Investigation Agency of the Ministry of Public Security.

Previously, Minister To Lam appointed Senior Lieutenant General Bui Van Nam, Deputy Minister of Public Security, as Head of the Ministry of Public Security's Security Investigation Agency and Senior Lieutenant General Le Quy Vuong as Head of the Ministry of Public Security's Police Investigation Agency.
These decisions take effect from the date of signing.
Minister To Lam has sent an official dispatch to the Directors of the Public Security Departments of the following provinces and cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Thai Nguyen, Vinh Phuc, Bac Ninh, Quang Ninh, Thanh Hoa, Nghe An, Thua Thien Hue, Quang Ngai, Binh Dinh, Khanh Hoa, Dak Lak, Lam Dong, Binh Duong, Dong Nai, Ba Ria - Vung Tau regarding the merger of 20 Fire Prevention and Fighting Police into the Public Security Departments of the respective provinces and cities; at the same time, the decision to transfer the leadership and staff of the Fire Prevention and Fighting Police to work at the Provincial and City Public Security Departments.
While waiting for the arrangement and deployment of staff, Minister To Lam requested the Director of the Provincial and City Police to immediately assign 1 Deputy Director to be directly in charge of fire prevention and rescue work; direct the units and all officers and soldiers of the former Fire Prevention and Rescue Police to maintain duty and combat duty, continue to perform the assigned duties and tasks; not to interrupt professional work and fire prevention and rescue work in the locality.
Once the staff, soldiers and organization have been stabilized, the Minister's decision on the organization of the Provincial and City Police will be announced and the functions and tasks will be performed according to the new organizational model.
