(Baonghean.vn) -In 2016, the situation regarding smuggling, trade fraud, and counterfeit goods across the country became increasingly complex; smugglers operated with increasing sophistication and organization to bring smuggled goods into the country for consumption. This was the assessment of the National Steering Committee 389 on combating smuggling, trade fraud, and counterfeit goods.
On the morning of March 9th, under the chairmanship of Politburo member and Standing Deputy Prime Minister Truong Hoa Binh, the National Steering Committee 389 held a nationwide online conference to summarize the work of 2016, review the first quarter of 2017, and implement tasks for the coming period. According to preliminary results of the fight against crime in 2016, the National Steering Committee 389, ministries, sectors, and localities directed functional forces at all levels to detect and handle 223,262 cases of violations (an increase of 8.23% compared to 2015); the amount collected for the state budget from administrative fines, sales of confiscated goods, and inspection, audit, and tax collection reached 21,556 billion VND, an increase of nearly 60% compared to 2015; 1,561 cases were prosecuted involving 1,863 individuals.
In the first two months of 2017, law enforcement agencies detected and handled 27,327 violations, collecting 1,647 billion VND for the state budget, and initiating legal proceedings in 304 cases involving 389 individuals.

Counterfeit goods, goods of unknown origin, and substandard goods mainly include consumer products such as cosmetics, soft drinks, confectionery, MSG, laundry detergent, storm-resistant glue, and fertilizers. The production of counterfeit goods in Nghe An province is on a small scale, primarily through manual production, mixing, repackaging, and altering packaging and labels to deceive consumers and make a profit.

In 2016, authorities in Nghe An province dismantled several large-scale networks involved in the production and sale of counterfeit goods. The provincial police force busted a facility producing counterfeit cosmetics and sanitary pads in Dien Chau district; the Market Management force seized numerous items of unknown origin, substandard goods, cosmetics, soft drinks, MSG, detergent, and goods infringing on industrial property rights.
At the online conference, representatives from localities and forces frankly pointed out shortcomings in advisory, guidance, inspection, and supervision work, noting that they still did not meet requirements; and the effectiveness of arrest and prosecution work was not high.
The number of cases prosecuted for smuggling, illegal transportation of goods across borders, and the production and trading of counterfeit goods accounts for a small percentage compared to the results of the fight against these crimes by functional forces, thus failing to create a deterrent effect. Furthermore, the identification and handling of responsibility of the heads of functional agencies where violations of smuggling and trade fraud occur have not been thoroughly implemented...

In 2017, the National Steering Committee 389 identified the task of continuing to closely monitor and effectively implement the directives of the Government, the Prime Minister, and the Head of the National Steering Committee 389 on combating smuggling, trade fraud, and counterfeit goods. It also emphasized strengthening information dissemination and mobilizing the public to fight against smuggling, trade fraud, and counterfeit goods.
Ministries, local departments, and forces are implementing plans and strategies to strengthen market inspections and combat smuggling and trade fraud; establishing focused and targeted special cases and plans to organize coordinated arrests to ensure timeliness and effectiveness. In particular, special attention should be paid to the strict management and control of prohibited goods, counterfeit goods, goods infringing intellectual property rights, and goods that pose a risk to public health...
| In 2016, the Public Security, Border Guard, Customs, Market Management, and Forestry Department of Nghe An province inspected, controlled, arrested, and prosecuted many individuals involved in the trafficking of prohibited, smuggled, and counterfeit goods. They confiscated and destroyed numerous items, including: 2,877 kg of explosives, 7 guns, 3,455 violent toys, 2,427 kg of firecrackers; 133 blocks of heroin, 52,646 synthetic drugs, 2,000 pills/bottles/blisters of pharmaceuticals; 17,369 kg of products from wild animals; 1,466 m³ of rare and precious wood, 962 m³ of other types of wood, 7,091 sets of Chinese clothing, 3,940 m of fabric; 5,781 pairs of shoes; 3,232 helmets; 8,030 kg of cosmetics and 3,829 boxes/bottles of cosmetics. 1,438 bottles of imported liquor, 4,704 bottles/cans of beer and soft drinks, and various other goods. |
