According to my own research, from 2025, motorbikes will be confiscated if the driver changes while the vehicle is running. The issue of concern of Ms. Le Thu Trang (Vinh City, Nghe An).

Pursuant to Clause 11, Article 7 of Decree 168/2024/ND-CP stipulating penalties and deduction of driving license points for drivers of motorbikes, mopeds, and similar vehicles to motorbikes and similar vehicles to mopeds who violate road traffic rules as follows:
Article 7. Penalties and deduction of driving license points for drivers of motorbikes, mopeds, and vehicles similar to motorbikes and vehicles similar to mopeds who violate road traffic rules.

11. Vehicle confiscation for drivers who commit one of the following violations:
a) Let go of both hands while driving; use feet to control the vehicle; sit on one side to control the vehicle; lie on the saddle to control the vehicle; change drivers while the vehicle is running; turn around to control the vehicle or blindfold the vehicle;
b) Driving a two-wheeled vehicle on one wheel, or a three-wheeled vehicle on two wheels;
c) Repeatedly committing the act of driving in a zigzag or swerving manner as prescribed in Point a, Clause 9 of this Article.

Thus, the motorbike driver will have his motorbike confiscated if he changes the driver while the motorbike is running.
In addition, those who commit the following violations will also have their motorbikes confiscated, specifically:
- Let go of both hands while driving; use your feet to drive; sit on one side to drive; lie on the saddle to drive; turn your body backwards to drive or drive blindfolded;
- Driving a two-wheeled vehicle on one wheel, or a three-wheeled vehicle on two wheels;
- Repeatedly committing the act of driving in a zigzag manner as prescribed in Point a, Clause 9, Article 7 of Decree 168/2024/ND-CP.
