By 2019, 15% of health stations must operate according to family medicine principles.
(Baonghean.vn) - The request was made by Minister of Health Nguyen Thi Kim Tien at the online conference on deploying and replicating the model of Commune Health Stations operating according to the principles of family medicine held on the morning of November 14 with the participation of more than 700 points nationwide.

According to the Ministry of Health's report: Vietnam has a widespread health care network, with 11,793 health stations, 91.8% of villages have health workers, 684 district hospitals, 295 regional clinics, 419 provincial hospitals and 47 central hospitals. In addition, there are 210 non-public hospitals... In recent times, the health care network in Vietnam has been highly appreciated internationally, a bright spot in the implementation of the Millennium Development Goals on health.
Currently, the operation of the grassroots health system still has many shortcomings: People do not trust the commune health station, so they go beyond the level of the line unnecessarily. The grassroots health system has not done a good job of primary health care, and most of them have not managed chronic diseases. Medical examination and treatment services at the commune health station have not met the requirements, only 50-70% of technical services and about 40% of the list of drugs according to the level of the line are performed. Human resources are still lacking and weak. The financial mechanism still has many shortcomings and is not suitable.

To overcome the above limitations and improve the quality of grassroots health care services, in early 2018, the Ministry of Health deployed a model of health stations in 26 communes and wards for the period 2018-2020. With the model of Commune Health Stations operating according to the principle of family medicine, in addition to the previous professional tasks, commune health stations have additional tasks of managing and treating non-communicable and chronic diseases, initially treating diabetes, blood pressure, and bronchial asthma; deploying basic health service packages according to Circular No. 39/2017/TT - BYT; establishing health records according to the instructions of the Ministry of Health....
To implement the pilot model, the Ministry of Health has invested human and material resources in these 26 health stations and after 9 months of implementation, has drawn experience for replication.

Speaking at the conference, Minister of Health Nguyen Thi Kim Tien clearly stated the implementation roadmap: In 2018, the model of 26 pilot commune health stations will be completed. Provinces and cities must widely deploy the model to the remaining commune health stations, without waiting for the results of pilot health stations. Each province must select 1, 2 districts and a number of commune health stations to direct the pilot, on that basis, learn from the implementation experience. In 2019, each province will deploy at least 15% of the health stations. In the 2019-2020 period, at least 30% of the health stations will be deployed. The provinces will develop a roadmap and strive to complete it within 5 years, from 2019-2023.
Currently, Nghe An is implementing the Project "Implementing a pilot model to enhance grassroots health capacity at 6 commune health stations in Nam Dan district, phase 2018-2020". And according to the Minister's request, by 2019, Nghe An needs to deploy at least 65 more models of commune health stations operating according to the principles of family medicine. To meet this requirement, Nghe An is in great need of help and support from the Ministry of Health.
According to the Minister: By the first quarter of 2019 at the latest, provinces and cities will develop a project and implementation roadmap. Depending on the capacity of the locality, it can be implemented gradually according to the roadmap, rolling to both work and gain experience, and expand the model. Financial sources for project implementation are local budgets, ODA capital, socialized sources, health insurance, service fees from commune health stations, etc.

The Ministry of Health will guide the construction of 218 stations assigned by the Prime Minister for investment according to the model of commune health stations, which when completed must operate according to the principles of family medicine; implement ADB and WB loan projects according to the model of commune health stations; conduct family medicine training; build and deploy personal health record software and commune health station management software./.
