Nam Dan unites, joins hands, and is determined to build a model New Rural District.

PV:Dear Comrade Secretary of the District Party Committee, in the past term, Nam Dan district has reached the finish line early in many areas and was honored to be selected by the Government to build a model New Rural District. This is the term in which Nam Dan district has made great strides in many areas, contributing significantly to changing the face and life of the people of the district. Comrade, please elaborate on the outstanding results that Nam Dan district has achieved in the past 5 years.

Comrade Nguyen Thi Hong Hoa:In the 2015 - 2020 term, the Party Committee and people of Nam Dan district have united and strived to compete with the spirit of promoting advantages, overcoming difficulties, strongly mobilizing and effectively using resources, so they have achieved relatively comprehensive results in all fields. Notably:

Economic sector: The economy continues to grow well, with an average annual growth rate of 10.1% per year.

Of which, agriculture - forestry - fishery increased by an average of 3.92%/year; industry - construction increased by an average of 14.16%/year; services increased by an average of 12.01%/year; production value in 2020 is estimated at 8,535.35 billion VND, an average growth rate of 11.08%/year.

Economic structure shifts in the right direction with the proportionAgriculture, forestry and fishery sector decreased from 43.06% in 2015 to 31.22% in 2020;Industry and construction increased from 26.99% in 2015 to 33.35% and services increased from 29.95% to 35.43%.

With these results, after 5 years, the average income of Nam Dan district is estimated to reach 55 million VND/person/year (an increase of 25 million VND compared to 2015). The average increase in total budget revenue of the district is 8.07%/year; with the expected budget revenue in 2020 being 107,145 billion VND, exceeding the target set by the congress and increasing by 47% compared to 2015.

In the direction and management, there are many innovations with important breakthroughs to exploit the strengths of agriculture, forestry, fisheries and rural development. That is, implementing land consolidation, plot exchange, land accumulation to form specialized commodity production areas, applying science and technology and bringing mechanization to agricultural production.

The crop structure has been positively transformed towards increasing added value per unit area, converting low-lying areas and inefficient rice production areas to growing lotus, medicinal plants, and fruit trees associated with processing and consuming products in a commodity chain for high income. High-tech greenhouse models and many farm economic models have been invested in, built, and replicated.

The industrial and handicraft sectors continue to develop steadily, production capacity increases and scale expands. In particular, in recent years, many factories have been attracted to industrial clusters in the area such as: Export Leather Shoe Factory, Haivina Kim Lien Company Limited, Hanosimex Textile Joint Stock Company Nam Dan branch,... creating jobs for thousands of workers.

The handicraft industry has developed steadily and has many more products with brand value, good quality, meeting 3-4 star OCOP standards such as: Sa Nam soybean sauce, macrobiotic products from rice, beans, peanuts; lemon products, lotus products, turmeric starch, tapioca starch; high-class wooden products, construction materials... creating many jobs for workers, meeting the needs of consumers and developing into products serving tourists.

Construction of economic and social infrastructure is also of concern.The total capital mobilized to build the district's economic infrastructure is 3,021 billion VND, of which the state budget is 1,500 billion VND. Thanks to that, key projects such as Yen Xuan bridge, 5 Nam flood zone infrastructure, Northern belt road, etc. have been built, creating a breakthrough for economic development, serving people's lives and successfully building a new rural district.

Commercial services have developed rapidly in quantity and types, especially food and beverage services and consumer goods; trade centers and supermarkets have been built to meet the consumption and production needs of the people. Tourism services have made much progress, welcoming over 2.5 million visitors every year, with tourism service revenue reaching over 400 billion VND/year.

Along with leading and directing economic development, Party committees, authorities, the Fatherland Front and organizations have actively participated with many solutions to reduce poverty quickly and sustainably.poverty rate by the end of 2020 expected1.46% left.Culture and society have many progressive changes, the material and spiritual life of the people continues to be improved.. Fieldeducation and trainingand jobsreceived attention and had many positive results.Policy and social security issues are focused on; political security is maintained, social order and safety are ensured...

With the determination and efforts of the entire political system, in 2017, Nam Dan district was recognized as a new rural district, reaching the goal set by the congress 3 years ahead of schedule. In 2019, Nam Dan was one of the first districts in the country selected by the Government to pilot the construction of a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025.

PV:The results achieved in the 2015 - 2020 term are the great efforts of the Party Committee, government and people of the district.Nam Dan. This is also the term in which the District Party Committee has issued many directives and action programs that have been implemented practically and effectively. So, according to you, what factors have contributed to the success of Nam Dan District?

Comrade Nguyen Thi Hong Hoa:To achieve that result, the most important thing is that the Party Committee, government and people of Nam Dan district have known how to promote the great solidarity bloc, well implement the grassroots democracy regulations, create consensus and positive response from the people, promote the strength of the masses in performing tasks. In leadership and direction, the Party Committee from district to grassroots level has demonstrated comprehensiveness in all fields, at the same time focusing on key issues, key points, urgent issues in each period to concentrate resources and implement effectively. All policies are discussed, highly agreed upon and implemented according to the principles of centralization and democracy.

In addition, the district determined that to successfully implement the targets and tasks, the human factor is very important. Therefore, it is necessary to select and build a team of cadres with capacity, qualifications, courage and prestige; especially pay attention to correctly evaluating and using the right cadres. The arrangement of cadres must be fair, substantial and objective; ensure the right person, the right job and promote the strengths and working capacity of each person, creating motivation for cadres to concentrate on work, contribute and build the homeland. At the same time, strictly implement inspection, supervision and discipline of Party organizations and Party members. To gain people's trust, in addition to promoting the exemplary role of cadres and party members, setting examples and setting examples for leaders at all levels, especially key cadres and heads, the district is also determined to strictly handle cadres and party members who violate discipline, prevent and limit violations, maintain discipline and order, and contribute to strengthening the building and rectification of an increasingly clean and strong Party.

During the past term, the district has also built many practical and effective action programs, closely following the set goals and tasks. The dissemination and implementation of the Party's policies and resolutions have been carried out seriously and promptly by Party committees at all levels; the study and dissemination are linked with the implementation of action programs to implement resolutions close to reality and political tasks, so the Party's policies and resolutions soon come into life.

To be timely and thorough, the Party Committee and the government from the district to the grassroots level have organized many meetings to listen to the opinions of the people, increased direct dialogue with the people, selected urgent matters and complicated areas to implement. From there, promptly resolved difficulties and problems arising at the grassroots level, creating trust and close relationships between the people and the Party Committee and government at all levels.

To achieve the above results, during the past term, Nam Dan has had timely and close leadership and direction, with specific policies and strategies focusing on Nam Dan's development. Specifically: Resolution No. 07-NQ/TU of the Standing Committee of Nghe An Provincial Party Committee on the direction and tasks of Nam Dan district's development until 2025, with a vision to 2030; Resolution No. 307/NQ-HDND dated July 10, 2010 of the Provincial People's Council on a number of policies and mechanisms to support Nam Dan district's socio-economic development until 2020 and Decision No. 17/QD-TTg dated January 4, 2019 of the Prime Minister on approving the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism", period 2018 - 2025.

On that basis, the district Party Committee and government have concretized projects, plans, and action programs for implementation; at the same time, Nam Dan has received investment attention from organizations, agencies, and enterprises along with good implementation of socialization work to create resources for development.
