(Baonghean.vn) - The leader of Nam Dan District Medical Center said that human resources is an urgent issue, the difficulty of the unit is recruiting highly qualified staff. There is a shortage of staff but the hospital cannot recruit.

On the morning of July 30, the monitoring delegation of the Provincial National Assembly Delegation conducted a monitoring visit at the Nam Dan District Medical Center on the results of 10 years of implementing Resolution No. 18/2008/QH12 dated June 3, 2008 (Resolution No. 18) of the 12th National Assembly on promoting the implementation of socialized policies and laws to improve the quality of health care for the people.

Difficulty in human resources

Nam Dan District Medical Center has invested in construction, upgrading facilities, and purchasing equipment to contribute to improving the quality of examination and treatment for patients, especially at the district level, reducing the number of patients transferred to higher levels.

However, according to specialist II, Director of Nam Dan District Medical Center Ho Son shared: Human resources is an urgent issue, but the difficulty of the unit is not being able to recruit highly qualified staff for the job.

Although the hospital has its own mechanism, especially training, after training, these people do not continue to stay despite having made a commitment before going to school. Recruitment of regular doctors to the commune is even more impossible.

On the other hand, the current implementation of the regulations on grading according to hospital class requires necessary and sufficient conditions. "If recognized as a class 3 hospital, the unit must establish 2 more departments: nutrition and dietetics and infection control. However, establishing new departments and rooms is extremely difficult in the context of mergers and staff streamlining," added Dr. Ho Son.

"The most important thing is to give us a mechanism," the Director of Nam Dan District Medical Center proposed. "The implementation of policies has been stuck for a long time but has been slow to resolve. If we break the barriers, we will violate them, if we don't break the barriers, we won't be able to develop."

Stuck in mechanisms and policies

Nam Dan District Medical Center reported that during the implementation of Resolution No. 18, the unit encountered many difficulties and inadequacies in implementing legal policies on socialization to improve the quality of health care for the people.

In recent times, the health sector has had many policy changes, but the Ministry of Health has been slow to issue guiding documents. Meanwhile, some documents between the Ministry of Health and the Social Insurance have not been unified, old documents are no longer suitable, and difficult to implement at the grassroots level.

In addition, the policy of “opening the line” for medical examination and treatment contributes to increasing access to medical services, ensuring the rights of health insurance participants, especially the poor, to medical examination and treatment. However, some people take advantage of the “opening the line” to go to the doctor many times a day or a month.

Nam Dan District Medical Center was established on the basis of merging the District Preventive Medicine Center and the District General Hospital with 11 departments and 1 regional polyclinic; 36 doctors; 42 nurses; 11 midwives. At the medical stations, there are 23 doctors; 30 nurses; 24 midwives and 4 pharmacists.
