Enhance publicity, transparency and fight against negativity and corruption when piloting designated bidding

(Baonghean.vn) - The Government will request the State Audit and relevant agencies to participate from the beginning in implementing specific mechanisms and policies, especially bidding mechanisms, to enhance publicity, transparency and combat negativity, corruption, solicitation and group interests.

On the afternoon of January 7, the National Assembly continued to discuss online the draft Resolution on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai.

"GUARANTEE FAIRNESS BUT NOT EQUALITY"

The discussion session on this content received great attention from National Assembly delegates when on January 4, at the group discussion session, 365 delegates expressed their opinions. Today, 50 delegates continued to speak through online discussions and directly in the hall, and 3 delegates debated.

Through discussion, the majority of delegates agreed that it is necessary to have fiscal and monetary policies to support the economic and social recovery and development program.

Many opinions agree on the scale of the fiscal and monetary policy package; at the same time, it is recommended to review resources, arrange them with focus, key points, and feasibility in implementation.

Delegates also noted the need to strengthen inspection and supervision to avoid profiteering, waste, loss, negativity, and policy exploitation; ensure macroeconomic balances; monetary safety and security; national financial safety and sustainable development.

During the discussion session this afternoon, relevant Government members spoke to explain and clarify a number of issues raised by National Assembly deputies.

Responding to the opinions of National Assembly deputies, Minister of Planning and Investment Nguyen Chi Dung said that fiscal and monetary policies are big and difficult issues, but are extremely important not only for the economy but also for social issues and the health system; not only in the short term but also in the medium and long term.

Responding to the overall scale of fiscal and monetary policies, Minister Nguyen Chi Dung said: The Government has studied and assessed the development of industries and sectors in particular and the socio-economy in general; difficulties in production and business of enterprises, people, workers and support needs; the ability to mobilize resources and absorb the economy to build fiscal and monetary policies with appropriate scales. On that basis, it proposes the scale, scope, objects and implementation roadmap of the province.

To ensure capital for implementation, the head of the Ministry of Planning and Investment said that first of all, the Government must seriously and fully implement the implementation of saving expenditures from the State budget; strive to increase revenue and through accelerating the tax reform roadmap; combating revenue loss, transfer pricing, tax evasion; divestment, and equitization of State-owned enterprises. Then, mobilize capital sources from domestic government bonds, and then ODA loans.

“Thus, the proposal of the overall scale, methods and roadmap for mobilizing and disbursing capital sources for each year has been calculated by the Government from the perspective of maintaining macroeconomic stability, ensuring major balances of the economy and basically meeting requirements,” the Minister of Planning and Investment affirmed, and said that in 2022, about 42% of the total capital of the program will be disbursed, the remainder will be disbursed in 2023.

To effectively allocate, manage, and implement capital sources for fiscal and monetary policies, the Minister of Planning and Investment emphasized that it is necessary to first comply with current legal regulations, especially for fiscal policies; in addition, it is necessary to meet the program's allocation principles and targets.

Accordingly, based on the policy's viewpoints and objectives, the Government has researched and proposed focused and key support; both meeting immediate needs and serving the needs of long-term sustainable growth and development, promoting both supply and demand of the economy; the policy focuses on necessary sectors and fields.

In addition, the allocation of capital ensures harmony between regions, creates new momentum for development, ensures fairness but not equality, determines investment priorities, prioritizes industries and fields with spillover effects.

RISK IDENTIFICATION AND CONTROL

However, with a relatively large scale and relatively short implementation time, many delegates believe that to effectively implement the goals set out in the Socio-Economic Recovery and Development Program is a huge challenge, so the most important issue is that the implementation at all levels and sectors must ensure effectiveness after being approved by the National Assembly.

Agreeing with the above opinions of the delegates, Minister Nguyen Chi Dung affirmed: The implementation of fiscal and monetary policies must be identified as a heavy task and responsibility for the entire political system, all levels and sectors; requiring the promotion of responsibility, efforts and attempts to contribute to the common success.

“The Government hopes and requests that National Assembly deputies will play a proactive and positive role in supervising the implementation of fiscal and monetary policies as soon as they are approved by the National Assembly,” said the Minister of Planning and Investment.

In addition to fiscal and monetary policies, at the first extraordinary session, the Government also submitted to the National Assembly for consideration three special mechanisms.

These are new regulations that have not been stipulated in legal documents, so the Government submitted to the National Assembly for permission to pilot their implementation for projects under the program; thereby helping to shorten the time for bidding for public investment projects, auctioning mineral exploitation rights and granting licenses.

These specific mechanisms and policies also mobilize the participation of localities in implementing highway projects passing through their localities, site clearance, resettlement, licensing of material mines, etc.

Minister Nguyen Chi Dung assessed that these are special policies that are very meaningful at the present time, contributing to accelerating project progress, effectively using resources, speeding up disbursement progress and, more importantly, contributing to improving the capacity and competitiveness of the economy, soon realizing the strategic goal of developing Vietnam's expressway system.

Through discussion, an issue that many delegates are very concerned about when implementing fiscal and monetary policies to support the Socio-Economic Recovery and Development Program is risk control and prevention of corruption, waste, and group interests.

Explaining this content, Minister Nguyen Chi Dung said that, in addition to calculating the impact of the policy, the Government has identified and prepared solutions to control possible risks, especially the increasing inflationary pressure in 2022 and 2023 due to the resonance of support measures and the impact of external factors.

Therefore, during the implementation process, the Government will closely and regularly monitor developments in domestic and international prices to promptly have appropriate policy responses to control inflation.
