Comprehensive improvement of people's health care

(Baonghean.vn) - To comprehensively improve health care for the people, in 2023, Nghe An Health sector will focus on implementing measures to prevent and control Covid-19 and other epidemics; strengthen the effectiveness of state management of health; and develop medical examination and treatment techniques.

On the afternoon of December 19, Nghe An Department of Health held a conference to review health work in 2022 and deploy tasks for 2023. Attending the conference, on behalf of the Ministry of Health, there were comrade Do Xuan Tuyen - Deputy Minister of Health; leaders of relevant departments, bureaus and units.

On the side of Nghe An province, there were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of the leaders of the Provincial Vietnam Fatherland Front Committee, the Provincial Party Committee's Propaganda Department, the Provincial People's Committee Office, the Provincial Party Committee of the Provincial Agencies, the Provincial Police, the Provincial Social Insurance; districts, cities and towns in the province; public and non-public medical units.

Accomplishing the “dual goal”

In 2022, Nghe An's health sector achieved remarkable results: Completing the "dual goal" of both resolutely and effectively preventing and fighting the epidemic, and focusing on excellently completing other professional tasks. Thereby, the health sector has made an important contribution to the socio-economic development of the province.

Specifically, in the past year, many new and specialized techniques have continued to be effectively implemented. The quality of medical services has been increasingly improved; professional capacity has gradually met the needs of medical examination and treatment for people in the province, neighboring provinces and Laos.

The work of disease prevention and Covid-19 vaccination has achieved remarkable results. At medical examination and treatment facilities, the spirit and service attitude of medical staff have clearly changed. The rate of people satisfied with medical services is increasingly improved. Networkmedicalcontinue to develop, improve and affirm position in the region.

In addition to the achieved results, the medical work in 2022 still has certain difficulties and limitations: The quality of medical examination and treatment, and the development of new techniques in some medical examination and treatment facilities have not met the needs of patients, especially for the grassroots medical level, remote and isolated areas.

There are many shortcomings in socialization and autonomy in medical examination and treatment units. The birth rate of the third child and above and the sex ratio at birth remain high. The infrastructure of many medical units is inadequate and seriously degraded. On the other hand, a number of unsynchronized mechanisms and policies are hindering the implementation of a number of tasks such as:BiddingMedicines, materials, chemicals, equipment...

Focus on disease prevention and improve the quality of medical examination and treatment

Entering 2023, Nghe An Health Sector has set out the following main directions and operational goals: Proactively focusing on measures to prevent and control Covid-19 and other epidemics, not allowing epidemics to break out and spread widely in the community; strengthening the effectiveness of state management of health; continuing to improve the quality of professional activities in medical examination, treatment and disease prevention at all levels; strictly controlling and ensuring food safety; effectively implementing population and family planning work.

The sector ensures adequate supply of medicines, supplies, vaccines, and medical biological products to meet the needs of medical examination and treatment, disease prevention, and safe and rational use of medicines; innovates the operating mechanism, implements autonomy in the organization, human resources, and health finance, and actively mobilizes investment resources for health; promotes administrative reform, and applies information technology in medical examination and treatment, and health insurance payment.

Speaking at the conference, Deputy Minister of Health Do Xuan Tuyen commended and highly appreciated the outstanding results in public health care, especially in building and developing the public and non-public health network; developing high-tech and specialized techniques; preventing and fighting epidemics and injecting Covid-19 vaccines; and implementing basic health indicators.

The Deputy Minister of Health suggested: Nghe An Health Sector continue to advise the Ministry of Health and Nghe An province to develop and deploy tasks to effectively implement Resolution 26 of the Politburo, striving to soon turn Nghe An into a high-tech medical center of the North Central region; continue to improve the quality of medical examination and treatment, promote scientific research, deploy specialized techniques, high-quality medical services; continue to effectively prevent and control Covid-19 and other epidemics.

The health sector focuses on effectively implementing the Government's Project 06 on digital transformation and application of information technology in medical examination and treatment. Medical facilities continue to effectively implement the financial autonomy mechanism, economically and effectively use the health insurance fund; strive to complete the targets of public health care in the Resolution of the 19th Provincial Party Congress, period 2020 - 2025.

Speaking at the conference, Mr. Bui Thanh An - Vice Chairman of the Provincial People's Committee requested the Nghe An Health sector to focus on implementing 5 key tasks, including: Improving the quality of medical examination and treatment, developing specialized and grassroots healthcare in parallel; improving medical ethics, aiming at the satisfaction of patients and their families; building green - clean - beautiful medical facilities.

The sector needs to promote training to improve the quality of medical staff, to increasingly meet the needs of medical examination and treatment for people; develop a plan to train doctors by location for remote, isolated and difficult-to-attract areas; and at the same time, have a plan to rotate doctors between the provincial and grassroots levels.

The health sector also needs to continue to effectively implement population work, food safety and hygiene, and preventive medicine; strengthen state management of the private health sector, pharmaceutical and vaccine management; promote the application of information technology, and build smart healthcare. At the same time, it is necessary to pay attention to hospital management and health economics; strictly implement procedures and regulations in procurement and bidding; develop financial autonomy plans and classify the level of financial autonomy of units according to regulations.
