(Baonghean.vn) - Permanent Vice Chairman of the Provincial People's Council Nguyen Nam Dinh said that it is necessary to enhance the responsibility of agencies, Party committees and local authorities in ensuring traffic order and safety.

On the afternoon of June 7, under the chairmanship of Comrade Pham Thanh Chung - Standing Member, Head of the Legal Committee of the Provincial People's Council, the Legal Committee of the Provincial People's Council held a working session with the Provincial Police, the Department of Transport and Vinh City to survey the compliance with the law in ensuring order and safety of road traffic in the province.

In recent times, local authorities have paid attention to and directed the work of ensuring traffic order and safety, and local Party committees and authorities have taken drastic action; synchronously through the issuance of directive documents and diversified forms of propaganda.

The traffic infrastructure in the province continues to receive investment and upgrading attention. The road signal system on the roads managed by the Department is basically established, built, installed and managed in accordance with National Technical Regulations.

Patrolling and controlling work was carried out vigorously by the functional forces. The road traffic police force organized 34,526 traffic patrols; detected and recorded 92,481 administrative violations. Violators complied with the decision to sanction 85,894 cases, transferring 94.4 billion VND to the state budget; temporarily revoked the right to use driving licenses and practice certificates in 7,829 cases.

Of which, violations of oversized and overloaded vehicles: 3,393 cases; spilled goods: 2,556 cases.

Colonel Cao Minh Huyen - Deputy Director of the Provincial Police Department said: To handle the situation of overloaded and oversized vehicles, it is necessary to have the drastic participation of the Party Committee, the government, and functional agencies. At the same time, promote the role of people in monitoring and providing information to the functional forces.

In 2021 and the first 3 months of 2022, through inspection and examination activities, the Department of Transport Inspectorate handled 2,095 organizations and individuals who violated the law; imposed a fine of more than 6.53 billion VND to the state budget. Revoked driving licenses, practice certificates, and vehicle papers of 737 organizations and individuals who violated the law.

Relevant agencies, departments and branches are responsible for reviewing and identifying "black spots", "potential spots", traffic inadequacies, and spots at risk of traffic accidents... Traffic accidents have decreased in all three criteria.

However, according to the assessment of local authorities, the situation of encroachment on traffic safety corridors for markets, business or gathering of raw materials still recurs.

The traffic infrastructure in the province still has many shortcomings, the quality of some roads (especially on National Highways and Provincial Roads) has quickly deteriorated, becoming rough, bumpy, potholed, etc., creating many potential risks of causing traffic accidents.

People's awareness of traffic safety law compliance is still poor; there are still overloaded vehicles, cars with less than 9 seats operating passenger transport business against operating regulations, etc.

At the meeting, delegates requested the Provincial Police and the Department of Transport to clarify measures to handle the situation of oversized, overloaded, and extended vehicles; overloaded vehicles damaging roads, causing environmental pollution; inadequacies in decentralizing management of roads and handling violations between the District Police and the Provincial Police; fixing traffic lights; handling agricultural vehicles and homemade vehicles.

Speaking at the meeting, comrade Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council highly appreciated the functional agencies and localities for their drastic and synchronous participation in ensuring traffic order and safety.

At the same time, it is recommended that functional agencies and localities continue to be proactive in coordinating and advising on the implementation of the Central Government's policies on law enforcement and ensuring traffic safety and order; strengthen propaganda and education on traffic safety laws; raise the sense of responsibility of agencies, Party committees and local authorities in this work; improve the road infrastructure system; strengthen coordination between functional agencies in patrolling, controlling and sanctioning traffic safety violations, etc.

At the same time, effectively implement Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in Nghe An province in the period of 2022 - 2025; Resolution No. 28/2021/NQ-HDND dated December 9, 2021 on allocating local budget to carry out the management and maintenance of provincial roads in the period of 2022-2025.
