What is your opinion on this?

Mr. Ta Van Ha:The issue of investment in equipment and materials is bound by many laws, including the Law on Public Investment, the Law on Management and Use of Public Assets, etc. The first issue is to assess the reasons for this situation in order to immediately improve the legal and institutional systems. Because the medical industry is a special industry, related to the lives and health of the people, the improvement of the legal system must be done immediately.

I also heard stories about how nowadays, large investments in machinery have become evidence of "shelved" cases, while patients really need access to modern equipment and technology, so if they are not resolved soon, it will directly affect the patients.

PV:What is the key solution to solve the current problem, especially the phenomenon of officials not daring to do things for fear of making mistakes?

Mr. Ta Van Ha:How can a cadre be afraid of making mistakes when it comes to their management capacity? Nowadays, leaders must dare to think, dare to do, and dare to take responsibility. The recent incidents in the health sector do not represent the entire health system in Vietnam, but are just a few specific cases.

I think that all recent incidents have violated and intentionally violated the law causing serious consequences to be handled like that!

Second, only those who violate the law, or even intentionally violate it, will be punished.

PV:Through many recent incidents, it is clear that we need to pay more attention to public ethics and building a culture of integrity, don't you think?

Mr. Ta Van Ha:Culture is not only the spiritual foundation but also the foundation for all aspects of national development. Only when the foundation is strong can the other pillars be strong.

Public ethics is the first and foremost prerequisite. Awareness and ethics are first and foremost nurtured by each individual himself. In addition, it is the responsibility of the agencies, units and organizations that he participates in to foster his capacity and awareness in performing public duties.

Along with that, legal regulations and legal corridors must also be complete, clear and transparent; and the treatment regime for officials must also be appropriate.

When all of these are present, there will be a truly dedicated and devoted civil servant.

PV:Besides many people who are willing to commit, sacrifice, and dedicate themselves to their work, there are still many officials willing to "get dirty"?

Mr. Ta Van Ha:Everywhere, there is a line between good and bad, especially in the context of an incomplete legal corridor. If one does not have the courage and does not cultivate oneself, one can be degraded, fall, be tempted, and be swept away by the magic of money; the “sugar-coated bullet” makes people easily fall.

Furthermore, the ethics, capacity, and political will of those cadres are not up to standard, so it is necessary to select cadres who truly have the full capacity and can meet the requirements and tasks.
