At the same time, the President affirmed: "The great culture of the Vietnamese people is created by 54 ethnic groups united and attached to each other. It is a diverse and rich culture, with a high level of linguistic unity, an extremely valuable asset of our nation. Respecting an ethnic group means first of all respecting its culture. The Party's ethnic policy has created all conditions for preserving and developing the distinctive cultural identity of each ethnic group, while at the same time making the cultures of the ethnic groups blend together to create a sustainable and shining Vietnamese culture. Throughout the historical process of building and defending the country, each ethnic group with its own unique culture has always produced outstanding children for the country."

The President also said that when the Vietnam Propaganda Liberation Army (the predecessor of the Vietnam People's Army) was established, out of the first 34 officers and soldiers, 29 were ethnic minorities. The contributions, dedication and sacrifices of ethnic minorities were extremely heroic, silent and profound in both wartime and peacetime. The belief and determination of ethnic minorities to follow the call of the Party and Uncle Ho have always been steadfast and persistent.

The President emphasized that all of us Vietnamese are very proud of examples like Kim Dong, hero Nup and even further, national heroes like the three Tay tribal chiefs - Ha Bong, Ha Dac and Ha Chuong in the war against the Yuan-Mongol invaders. There are many high-ranking officials, Party and State leaders who lived, fought and grew up in mountainous areas, considered their villages as their home, lived with ethnic minorities as their family; and there are high-ranking leaders who are ethnic minorities in wartime as well as peacetime throughout the past time.

After 35 years of implementing the renovation process, along with the spirit of great solidarity of 54 Vietnamese ethnic groups continuing to be strengthened and consolidated, President Nguyen Xuan Phuc emphasized that the Party and State always pay special attention to ethnic minorities, develop infrastructure in remote areas, implement socio-economic development policies and pay attention to preserving and promoting the cultural values of ethnic groups, considering ethnic culture as an inseparable part of Vietnamese culture. With many annual activities at the Vietnam Ethnic Culture and Tourism Village, the President emphasized that this "common house" is a convergence point, spreading the cultural traditions of Vietnamese ethnic groups.

The President expressed: "There is one thing I am pleased to see: The unique cultural beauty of 54 ethnic groups is not only revealed here, but also in the daily life of each ethnic group in the homeland of Vietnam. That has made the cultural beauty spread in life, not just in the treasure. Those colorful beauties have been and are blending together to create the great and profound beauty of Vietnamese culture.

On the occasion of the New Year, I request all levels, sectors, organizations and unions from the Central to local levels to have specific and practical solutions and actions to support ethnic minorities in socio-economic development, care for education, culture, health care and social welfare. To create fundamental changes in the economy, culture and society in areas with ethnic minorities, "promote the positivity and self-reliance of the people" as the Document of the 13th National Party Congress has proposed.

We, especially the local authorities, need to have more specific plans to promote the development of the smallest ethnic groups in Vietnam such as the O Du, BRau, Ro Mam, Pu Peo, and Si La. Each ethnic group is a branch in the great tree called Vietnam. Therefore, we must have the responsibility to preserve at all costs the unique cultural beauty of each ethnic group, making all those branches sprout, blossom, and bear fruit.

The President believes and hopes that village elders, village chiefs, and artisans will actively promote their role in mobilizing people to effectively implement the Party and State's ethnic policies, preserve and promote traditional cultural values, and pay special attention to educating the younger generations, because through the miraculous connection of culture, we can easily gain closeness, understanding, and love for each other, contributing to cultivating Vietnamese strength and Vietnamese values for today and tomorrow.
