Giai Xuan was established on the basis of merging two communes, Giai Xuan and Tan Hop. With a natural area of 121.55 km², this is a commune with a large land area, opening up great advantages in terms of space for urban, agricultural, industrial development, as well as social infrastructure in the future.
Besides, Giai Xuan is also a place with many potentials in natural resources, minerals and labor. The commune government has focused on land use planning, strengthening resource management, environmental protection, gradually turning land advantages into development driving forces.
What makes Giai Xuan “unique” is the rich cultural identity of the Tho ethnic group - a community of residents who have long lived on this land. With that foundation, Giai Xuan has built a methodical plan to preserve the cultural values of the Tho ethnic group: from flirting singing, gongs, Choong Ang Festival (going to the fields), New Rice Celebration Ceremony, the art of weaving hemp hammocks to the Buon Xao Festival associated with the Le Loi Citadel Historical Site.

Thanks to that, Giai Xuan has both preserved traditional beauty and opened up new directions of development, turning cultural heritage into a strong endogenous resource for the socio-economy.

In the period of 2021-2025, the total social investment capital of the commune reached 1,285 billion VND. This figure reflects the ability to mobilize and effectively use resources to promote socio-economic development.
Notably, just after the Commune Party Congress for the 2020-2025 term, Giai Xuan has attracted 22 non-budget investment projects with a total investment of more than 1,031 billion VND. This is the result of a series of efforts: improving the investment environment, administrative reform, applying information technology in management, clearly assigning responsibilities to each individual - each field; at the same time, promoting advantages of location, land, labor and resources.
The synchronous participation of Party committees, authorities, the Fatherland Front and socio-political organizations has created a combined strength, aroused the spirit of entrepreneurship, attracted private enterprises and social resources. A number of key projects have been completed and put into use, contributing to the economic restructuring, creating more jobs for local workers and improving social infrastructure.

In the economic field, the commune determined to continue restructuring the agricultural sector towards modernity, safety, and concentrated commodity cultivation; at the same time closely linking with industry, services, and tourism to create a sustainable value chain. In the breakthrough stage, Giai Xuan focuses on promoting administrative reform, building digital government, digital economy, and digital society; strongly attracting investment capital sources for transport infrastructure, trade, education, health care, and eco-tourism associated with preserving national cultural identity.
In terms of society, the commune sets the task of improving the quality of education, health care, sustainable poverty reduction, expanding health insurance, developing grassroots cultural and sports institutions.
