Set an example in self-cultivation and training
(Baonghean) - Implementing Directive 05 associated with 50 years of implementing President Ho Chi Minh's Testament, Nghia Dan District Party Committee focuses on building topics on respecting people, promoting democracy, promoting self-awareness, proactiveness, and promoting the exemplary role of cadres and party members, especially key leaders.
Put the people's interests first
Sinh Hamlet, Nghia Thang Commune has 153 households with 563 people, of which over 53% are Tho ethnic people. Implementing Directive 05, Sinh Hamlet Party Cell has included thematic content on Ho Chi Minh's ideology, morality and lifestyle in monthly and quarterly Party Cell activities, building the model of "Warm inside, peaceful outside".

For this model to be successful, the Party cell clearly identified that economic development must be the focus. The orientation of the three main production directions includes: rice cultivation, sugarcane and livestock. Following Uncle Ho's example, the Party cell has actively encouraged people to change the structure of crops and livestock. Thanks to good propaganda work, Sinh hamlet now has 36 hectares of sugarcane, 100% of households in the hamlet with alluvial land have switched to growing sugarcane.
It is easy to see that the economic efficiency of sugarcane is higher than that of growing other crops, so people are very excited. In 2018 alone, the whole hamlet earned 1.6 billion VND of raw sugarcane. The Party cell also assigned specific tasks to each social organization such as: Women's Union in charge of the model "Raising healthy children, teaching good children"; Veterans Association is responsible for ensuring security and order; Farmers' Association develops a clean chicken farming model, so far the hamlet's total chicken flock has reached 4,000. Life is stable, people are united, all policies and guidelines receive high consensus. For example, in the new rural construction movement, after 2 fundraising campaigns, people contributed 500 million VND, donated 10,000m2land, 400 valuable trees. Thanks to that, up to now, Sinh hamlet has concreted 80% of the inter-hamlet roads.

In Nghia Hong commune, every Monday morning, each cadre and party member will be given a work assignment slip, the workload is clearly posted, helping each cadre and civil servant to closely follow and be responsible in completing their tasks, breaking the habit of negligence and lack of awareness.
The focus of implementing Directive 05 is that each cadre and party member takes the lead in setting an example in administrative reform and tightening discipline, aiming to improve the quality of service to people and businesses to promote local development, all with the motto "3 no's, 3 right's, 3 need's, 3 against's".
With this method of tightening the focal point, the leader can accurately assess the "output product" of each cadre. Not only that, to limit problems arising from the grassroots, all members of the Party Executive Committee of the commune participate in the activities of the Party cell in the residential area, promptly grasping the thoughts and aspirations of the people. In particular, in handling administrative procedures, Nghia Hong commune upholds the spirit of "putting the interests of the people first".

When approaching the people, each officer has a dedicated and polite attitude, explaining briefly and thoroughly, helping people understand the problem and cooperate to solve it; although the commune has a large number of transactions between people and units, there is rarely a backlog of cases.
According to the 2018 assessment survey, 98% of people felt satisfied after coming to transact at the commune's One-Stop Department.
Studying and following Uncle Ho, Party committees at all levels, key cadres and civil servants in the district have promoted the sense of responsibility in serving the people, connecting, listening and dialogue with the people; effectively implementing the regulations on supervision and social criticism of the Fatherland Front and socio-political organizations, promptly resolving ideological and public opinion issues among cadres, party members and people, not allowing hot spots and complications to occur. For example, the Party Committee of Nghia Thinh commune focused on resolving the issue of illegal sand and gravel mining, grasping the aspirations of the people, making recommendations to competent superiors so that the mining is in accordance with regulations, creating consensus among the people; the Party Committees of Nghia Lam and Nghia Son communes paid attention to environmental issues and resettlement for households in the project area.

Uphold ethical standards
Under the direction of the Standing Committee of Nghia Dan District Party Committee, localities and units have based on their functions, tasks and characteristics to be proactive and creative in building ethical standards. At the same time, reviewing, supplementing and perfecting the regulations and rules of agencies and units with the motto "close to functions and tasks, concise, easy to remember, easy to understand, easy to implement and evaluate implementation".
Up to now, most communes and towns have established ethical standards for cadres, party members and people to learn and follow. The contents of the standards and slogans for learning and following are made public and posted in solemn places and workplaces, serving as standards for each cadre and party member to reflect on and practice every day.

Leading by example, the Party Committee of the District Party Committee set out 3 criteria: "Firm belief in the Party - Anti-individualism - Science and democracy". Meanwhile, the Court Party Cell carried out judicial administrative reform, devotedly serving the people; the District Police with the forum "Police listen to people's opinions" with the motto "Listen to people, tell people to understand and make people believe", innovate working style and behavioral culture with the criteria "4 right, 4 must, 3 close" to better meet the needs and legitimate aspirations of the people; the District Farmers' Association built "Leader's style", proactive and creative in activities to bring practical benefits to members; the Women's Association at all levels practiced the qualities of women "Confidence - Self-respect - Loyalty - Responsibility"...
The Standing Committee of the District Party Committee determined that education through setting examples, promoting the sense of responsibility, and proactively taking the lead in studying and following Ho Chi Minh's ideology, morality, and style is a fundamental solution to strongly promote the widespread movement among cadres and party members throughout the district.
Accordingly, the heads of agencies and units are required to seriously implement Regulation No. 08-QD/TW on "exemplary responsibility of cadres and party members", especially key leaders at all levels, also promote the spirit of self-awareness, proactiveness, creativity, and build for themselves a plan to cultivate and practice "following Uncle Ho" through specific, practical actions, associated with tasks and fields of work.

Studying and following Uncle Ho, the awareness of cadres and party members in the district has many positive changes. The role of the head of the Party Committee and government is increasingly evident. Cadres, party members and civil servants, especially key cadres and leaders, are oriented towards the grassroots, close to the people, and understand the people. Thereby, contributing to raising the sense of responsibility of cadres and civil servants for the assigned work, gradually overcoming limitations and violations.
