"Given that Pyongyang has taken significant steps towards denuclearization, it makes sense to support these efforts," Ulyanov said at a meeting of the IAEA Board of Governors. "Our partners should remember that negotiations are a two-way street, and that Pyongyang's steps on the path to disarmament should be matched by similar steps to ease sanctions pressure in line with Article 32 of Resolution 2375. Providing security guarantees is increasingly important. Credible international security mechanisms have an important role to play in the region to prevent a recurrence of the situation that occurred in connection with the Joint Comprehensive Plan of Action (JCPOA, the official name of the Iran nuclear deal)."
Mr. Ulyanov also said that Russia is ready to train IAEA experts at its nuclear facilities to carry out monitoring work on North Korea. This Russian official emphasized that only experts from the five nuclear powers are capable of dealing with issues related to eliminating North Korea's nuclear capabilities.
"The IAEA is about to undertake large-scale missions to ensure control of all material outside the framework of a nuclear war program, verify that this material is not being used for military purposes, and monitor for potential signs of covert nuclear activities," he said.
According to Mr. Ulyanov, Russia is ready to "closely cooperate with all relevant countries with the aim of ensuring peace, stability and finding a comprehensive solution to the problem on the Korean Peninsula"./.
