Because Va Ga Sua was a prestigious person, trusted by the villagers and elected as Secretary and then Chief of Huoi Co village for many years, he was a typical example of successful passion fruit growing in Huoi Co village. No one could have guessed that this was a "cover" for Sua to participate in the illegal transportation of drugs.

In fact, cases of degeneration,breaking the law,Violations of what party members are not allowed to do like Va Ga Sua have occurred quite a lot recently. Typically, on October 18, 2021, Anh Son District Police issued a decision to prosecute the case of "Lack of responsibility causing serious consequences" and "Abusing position and power while performing official duties"; at the same time, prosecuted 3 suspects including: Nguyen Thi Ngoc Anh (born in 1981), former Chairman of Khai Son Commune People's Committee; Phan Thi Hoai (born in 1992), land and agricultural civil servant; Nguyen Thi Kim Lien (born in 1968), residing in Khai Son Commune.

On October 21, 2021, another defendant, Nguyen Thi Duyen (born in 1987), a financial and accounting officer of this commune, was prosecuted for the crime of "Abusing position and power while performing official duties" as prescribed in Clause 1, Article 356 of the Penal Code. It is known that the officials of Khai Son commune were prosecuted in relation to signs of violations in the payment and support of damages caused by natural disasters in the area.

Previously, also in October 2021, Quynh Luu District Police prosecuted many officials in Quynh Giang and Quynh Chau communes (Quynh Luu) in two cases of "forgery in work", including leaders such as Mr. Nguyen Binh Khang (born in 1963) - Standing Deputy Secretary of the Quynh Chau Commune Party Committee (former Chairman of the Quynh Chau Commune People's Committee); Mr. Nguyen Ba Thai (born in 1979) - former Head of Quynh Giang Commune Police; Mr. Nguyen Ngoc Duc (born in 1981) - Vice Chairman of the Farmers' Association, delegate of the Quynh Giang Commune People's Council; Ms. Chu Thi Ngoc (born in 1982) - Member of the Executive Committee of the Quynh Luu District Party Committee, Deputy Secretary of the Party Committee, Chairman of the Quynh Giang Commune People's Committee...

In Nghi Loc district, related to the case of "Violating regulations on compensation and resettlement support when the State acquires land" and "Using fake documents of agencies and organizations" occurring in Nghi Phong commune, Nghi Loc district, the authorities have prosecuted 3 defendants, including Nguyen Dinh Hai (born in 1965) - former Chairman of Nghi Phong commune People's Committee and Nguyen Hong Duc (born in 1978, residing in hamlet 7, Nghi Phong commune, former cadastral officer of Nghi Phong commune).

The above cases are sad stories of degradation, "self-evolution", "self-transformation", violations of public ethics, Party discipline, State policies and laws by cadres, civil servants and Party members, causing negative impacts on public opinion.

Anti-individualism

The degradation of ideology, politics, morality, and lifestyle, leading to corruption, negativity, and violations of Party discipline and State policies and laws by a number of cadres and party members, has both objective and subjective causes. In particular, the subjective cause stems from the lack of self-cultivation and training of cadres and party members themselves; falling into individualism, forgetting their responsibilities and duties to the Party and the people.

The principle of democratic centralism is loosened, the principle of self-criticism and criticism is not strictly implemented. The management of cadres and party members is still loose; the work of inspection, supervision, and maintenance of discipline in many places is not regular and serious...

In Nghe An, in recent years, the Provincial Party Committee and the Provincial People's Committee have implemented many solutions to prevent and repel ideological, political, moral, and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party in order to effectively prevent and combat corruption, negativity, and waste among cadres, party members, civil servants, and public employees. The Provincial Party Committee Standing Committee issued many documents such as: Directive No. 12-CT/TU on "Strengthening the role of setting examples, practicing thrift, and combating waste among cadres and party members"; Action Program No. 26-CTr/TU on implementing the Resolution of the 4th Conference of the 12th Party Central Committee on strengthening Party building and rectification; preventing and repelling ideological, political, moral, and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party.

The Provincial People's Committee also implemented many plans, programs and projects to contribute to perfecting the system of legal documents, creating a legal basis for preventing and repelling corruption and negativity among cadres, party members, civil servants and public employees.

The implementation of Directive No. 17-CT/TU on strengthening public discipline and administrative discipline in agencies and units in the province has also been tightened.

In just 5 years (2016-2021), the Provincial People's Committee has conducted 69 inter-sectoral inspections of discipline and administrative discipline compliance at 219 units. Through the inspections, 22 civil servants who violated discipline and administrative discipline were disciplined. In addition, inspection work in many forms associated with the responsibility of the head has also been focused on promoting.

Through the inspection work, 12 cases of violations were discovered and transferred to the police investigation agency; of which, 3 cases were initiated for investigation, prosecution and trial for corruption with a total loss of 23.3 billion VND due to corruption. Through the work of handling complaints and denunciations, 7 cases were transferred to the investigation agency; of which, 1 case was initiated, prosecuted and tried by the investigation agency for corruption.

Through investigation, 51 officials, civil servants and public employees of State administrative agencies were prosecuted for corruption. During the period 2016-2021, the province handled 9 heads of 3 agencies and units for allowing corruption to occur in their agencies and units; handled 14 heads of 8 agencies and units for allowing violations in financial and land management.

The 13th National Party Congress has set out requirements and tasks for Party building and rectification with 10 basic and synchronous solutions, emphasizing the need to continue to promote the implementation of Resolution 4 of the Central Committee (12th tenure) with a focus on preventing, repelling, resolutely fighting and strictly handling ideological, political, moral and lifestyle degradation, corrupt and negative behaviors and manifestations of "self-evolution" and "self-transformation" within the Party.

In the closing speech of the 4th Central Conference, the Party Central Committee (13th tenure) of General Secretary Nguyen Phu Trong also emphasized: “What is new this time is that the Central Committee has expanded the scope, not only in Party building and rectification but also in building the political system in accordance with the spirit of the Resolution of the 13th National Party Congress; along with prevention and pushback, we must proactively prevent, resolutely fight, and strictly handle ideological, political, moral, lifestyle degradation and corrupt and negative behaviors.”

Regarding the solution, General Secretary Nguyen Phu Trong's speech clearly stated that it is necessary to "fight strongly against"individualism, selfishness, "group interests". Review, perfect, and strictly implement the mechanism to control the exercise of power by those in positions of power. Strictly handle violations of Party discipline and State laws; resolutely fight corruption, negativity, and waste. Strictly implement the principle of democratic centralism within the Party; personnel work, inspection work; education, training, and management of Party members. Promote the supervisory role of the people, the press, and public opinion...".

Reality shows that, in the market mechanism, cadres and party members are easily degraded and fall into individualism, leading to the abuse of their power and position for privileges and benefits. Therefore, doing a good job of disseminating and educating the law to cadres and party members to form a class of exemplary cadres and party members who comply with and abide by the law is also one of the measures to contribute to fighting individualism and building the Party in terms of ethics./.
