In some schools and classes, students are divided into factions, isolating friends (especially those with outstanding achievements or other talents, interests...); creating fake Facebook accounts to slander, badmouth friends, threaten and fight with each other, leading to a situation where some students feel sad, bored, do not want to go to school, are afraid of school and class, and there have been cases of students becoming autistic, depressed...

To promptly prevent the above phenomena, ensure school security and safety, the Department of Education and Training requires schools to strengthen measures to ensure school security and safety, and prevent school violence. Strictly and effectively implement, inspect, and evaluate regulations on safe, healthy, friendly schools, and prevent school violence.

At the same time, it is necessary to promote propaganda activities on ethics, lifestyle, life skills, legal education; knowledge and skills on social practice; education on love for people, respect for health and life; improve the effectiveness of the School Psychology Counseling Team and school social work in preventing, advising and supporting students related to school violence.

Schools also need to actively coordinate with families, promote the role of families in managing and educating students; support and provide parents with knowledge and skills in accompanying and educating their children to help them progress. Closely coordinate with local Party committees, authorities, functional agencies and related social organizations, and units to support, assist and participate in educating students.

Continue to build democratic, safe, healthy and friendly schools. Effectively implement the code of conduct in educational institutions, ensuring core values: humanity, respect, responsibility, cooperation, honesty in the relationship of each member in the educational institution with others, with the surrounding environment and with themselves.

Develop clubs that are appropriate to students’ talents, interests, conditions and ages. Enhance experiential activities, career guidance experiences, sports activities, and social activities to form and develop students’ abilities and qualities, while increasing solidarity, attachment, understanding and sharing among students.

Also in this document, the Department of Education and Training requires teachers (especially homeroom teachers) to ensure objectivity, fairness, and impartiality in the teaching and education process; regularly encourage and motivate students; increase exchanges, sharing, and closeness to grasp the thoughts, aspirations, and psychological developments of each student; promptly and thoroughly resolve students' difficulties and problems (if any).

Teachers also need to remind and educate students to regularly build and strengthen solidarity, cohesion, and mutual support in studying and in life; assign class officers to help and tutor students with difficulties; absolutely do not discriminate or discriminate against students with differences. Along with that, there should be regular two-way communication between the school and the students' families about the activities of the school and the class; the situation of studying, training, and unusual signs to coordinate the implementation of measures to educate students.

To limit school violence, it is necessary to promote the role of class officers, Youth Union and Young Pioneer officers in coordinating with teachers, especially homeroom teachers, teachers in charge of Youth Union and Young Pioneer work, psychological counseling and school social work to proactively grasp students' psychological developments, detect unusual signs, thereby taking measures to coordinate with students' families, subject teachers and mass organizations, social organizations, and functional agencies to promptly share, care for, and help students to resolve problems and difficulties; prevent and stop negative phenomena, violent behavior and unfortunate incidents that may occur.

The Department also requires the team of teacher managers to improve their capacity, qualities, and be exemplary in ethics and lifestyle; maintain the honor, ethics of teachers, and professional conscience; actively study and train to improve psychological counseling capacity, ability to control personal emotions and behavioral skills, and resolve pedagogical situations.

During the teaching and learning process, regularly check, review, promptly detect incidents and information related to school violence, violations of the law and violations of teachers' ethics for timely correction; take coordinated measures to strictly handle violations, ensure school security and safety and build a truly safe, healthy, friendly educational environment, avoiding unfortunate risks that cause serious consequences for students, families and the community./.
