The Home Affairs sector exceeded its target of streamlining its staff for the first time.
(Baonghean.vn) - For the first time, the whole country has exceeded the target of streamlining the payroll (10%) set by the Politburo in Resolution No. 39-NQ/TW dated April 7, 2015 and raised the satisfaction level of people and organizations with the service of State administrative agencies to the highest level in the past 4 years, is the information provided at the National Online Conference summarizing the work in 2021 and deploying tasks in 2022.
On the morning of January 12, in Hanoi, the Ministry of Home Affairs held a national online conference to review the work in 2021 and deploy tasks for 2022.
At the Central bridge, comrades: Pham Minh Chinh - Member of the Politburo, Prime Minister; Pham Thi Thanh Tra - Member of the Party Central Committee, Minister of Home Affairs chaired the conference. Also attending the conference were comrades Ministers, heads of ministerial-level agencies, leaders of ministries, departments, branches, and central agencies.

Breakthrough in administrative reform, streamlining staff
Right from the beginning of 2021, the Ministry of Home Affairs has proactively developed an Action Program to implement the Resolution of the 13th National Congress to institutionalize the Party's policy on building and perfecting the socialist rule-of-law state of Vietnam, focusing on perfecting the institutional system to improve the effectiveness and efficiency of the State administrative apparatus.
Accordingly, the Ministry of Home Affairs has advised on amending, supplementing and promulgating many legal documents in the field of State management of the Home Affairs sector. Notably, it has presided over the drafting of 3 Law projects, submitted 12 Resolutions to the National Assembly Standing Committee; submitted 8 Decrees and 3 Resolutions to the Government; submitted 6 Decisions, 4 Directives and 1 Official Dispatch to the Prime Minister; issued 6 Circulars and 4 consolidated documents under its authority.

In 2021, the results of the implementation of the arrangement of the administrative apparatus for specialized agencies under the provincial People's Committee and equivalent have 1,173 departments (a decrease of 7 organizations); organizations within specialized agencies at the department level have 8,122, a decrease of 1,648 organizations (a decrease of 1,440 departments under the department, a decrease of 208 branches under the department); specialized agencies under the district People's Committee have 8,490 departments, a decrease of 451 departments; the number of public service units has decreased by 12.35% compared to 2015.
In 2021, for the first time, the whole country exceeded the target of streamlining the payroll (10%) set by the Politburo in Resolution No. 39-NQ/TW dated April 7, 2015.
Specifically, the number of civil servants decreased by 10.01%; the number of public employees decreased by 11.67%; the number of commune-level officials and civil servants decreased by 8.94%; the number of non-professional workers at the commune level, in villages and residential groups decreased by 49.25% compared to 2015.

Administrative reform has been vigorously implemented from the central to local levels, thereby creating positive changes, meeting the progress of building e-Government and digital Government. Many effective initiatives and solutions in administrative reform have brought the satisfaction level of people and organizations with the services of State administrative agencies to 85.48%, the highest in the past 4 years.
The application of information technology is carried out effectively, improving management and operation efficiency to meet the digital transformation requirements of the Home Affairs sector.
Continue to strive to achieve the set goals
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and achievements that the Home Affairs sector has achieved in the past year. In general, overcoming the impacts of the Covid-19 pandemic, in 2021, the Home Affairs sector has closely followed the orientation, viewpoints, leadership and direction of the Politburo, the Secretariat, the Government and the Prime Minister to proactively organize and implement the Resolution of the 13th National Party Congress and the Resolutions of the Government on assigned tasks on schedule and with quality, contributing to the comprehensive development of the country.

In the coming time, he proposed key tasks for the Home Affairs sector. In particular, he emphasized continuing to improve the quality of work on building and perfecting institutions and policies in the Home Affairs sector.
Step by step, promote the implementation of staff streamlining in conjunction with the arrangement of the organizational apparatus and restructuring of the staff, civil servants and public employees according to job positions. At the same time, perfect the mechanism and policies to detect, attract and make appropriate use of talents. In the new situation, it is necessary to arrange people and apparatus in accordance with the Overall Strategy Project on Covid-19 Prevention and Control, the Government's Socio-Economic Recovery and Development Program.
For the internal apparatus of ministries, ministerial-level agencies, and government agencies, it is necessary to complete the organizational arrangement to ensure streamlining, effectiveness, and efficiency, along with perfecting regulations on functions, tasks, and powers.
Perform well the role as the standing agency of the Government's Steering Committee for Administrative Reform, continue to advise, coordinate, and guide ministries, branches, and localities to effectively implement the Overall Program of Administrative Reform to 2030.
Accelerate the construction of digital government and digital administration associated with the development of digital economy and digital society, making an important contribution to building a democratic, rule-of-law, professional, modern, clean, strong, streamlined, effective, efficient, and people-serving state administration.
