The Inspectorate organizes a national conference to deploy tasks in 2022
(Baonghean.vn) - On the morning of January 12, the Government Inspectorate held a national online conference to review the work in 2021 and deploy tasks in 2022 of the Inspectorate. INSPECTION SECTOR COMPLETES ASSIGNED TASKS WELL
In 2021, despite facing many difficulties due to the impact of the Covid-19 pandemic, the Government Inspectorate and the Inspection sector always adhered to the goals and tasks in each field of work to successfully complete assigned tasks, basically meeting the requirements of the Government, the Prime Minister, and leaders of ministries, branches and localities.
Inspection work is focused on implementation, closely following the plan and surprise inspections, ensuring focus and key points. The results of inspection work continue to make important contributions to the prevention and fight against corruption, waste, negativity and actively contribute to the work of Party building and rectification.
The work of receiving citizens and resolving complaints and denunciations has been implemented synchronously and drastically; focusing on regular and periodic citizen reception, continuing to inspect, review and resolve complaints and denunciations involving large numbers of people, complicated and prolonged; thereby, the situation of complaints and denunciations tends to decrease, contributing significantly to strengthening the people's trust in the Party and the State.
The work of preventing and combating corruption has been vigorously implemented, in conjunction with the implementation of many new tasks according to the Law on Prevention and Combating Corruption and the direction of the Central Steering Committee on Prevention and Combating Corruption and Negativity. The work of building and perfecting institutions has been strongly promoted and achieved good results. The work of building the sector and the team of inspectors and civil servants continues to receive attention in order to meet the requirements of assigned tasks and ensure discipline, order and integrity.
In addition, the conference also pointed out some shortcomings and limitations such as slow implementation of inspections, prolonged reporting and inspection conclusion time; the situation of complaints and denunciations tends to decrease but is still complicated; the situation of "petty corruption", harassment, causing trouble for people and businesses in handling work has not been effectively prevented, the organizational structure and quality of the Inspection sector's staff are still inadequate...
OVERCOMING DIFFICULTIES, FLEXIBLE AND CREATIVE INNOVATION

Speaking at the conference, comrade Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee said that in 2021, closely following the direction of the Government Inspectorate, the Provincial Party Committee and People's Committee of Nghe An province issued many documents, programs and plans to promptly lead and direct contents related to inspection work, citizen reception, handling complaints and denunciations and preventing and combating corruption.
Regarding citizen reception, the province received 6,354 citizens coming to make complaints, denunciations, recommendations and reflections (up 9.3% over the same period); received 8,722 petitions (down 0.4% over the same period), the number of complaints and denunciations arising during the period was 316 cases (down 15.5% over the same period).
Regarding inspection work, in the context of the whole province having to implement social distancing to prevent and fight the epidemic, Nghe An Inspectorate has been creative in exploiting inspection records, instead of having to go directly to the inspection unit as before. The whole sector has deployed 294 administrative inspections, 1,037 specialized inspections and examinations and 104 inspections of the responsibilities of prime ministers at all levels and sectors in implementing legal provisions on inspection, complaints, denunciations and anti-corruption associated with public inspection...
At the same time, Party committees, authorities at all levels, sectors, the Vietnam Fatherland Front and organizations have promoted their responsibilities, promptly led and directed the implementation of citizen reception, handling of petitions and letters, coordinated in resolving citizen complaints and denunciations as soon as they arise at the grassroots level, focusing on thoroughly resolving citizen complaints and denunciations...
Representatives of the Nghe An Provincial People's Committee also made recommendations to the Government and the Government Inspectorate: promptly complete and advise the National Assembly to pass the Law on Inspection (amended) to overcome shortcomings and limitations revealed through the implementation of the 2010 Law on Inspection; have documents guiding and orienting the development of a plan to verify assets and income for unified and timely implementation in accordance with the provisions of Decree No. 130/2020/ND-CP; continue to perfect the institution on post-inspection handling, have clear regulations on mandatory sanctions, have regulations to monitor or handle recoveries that cannot be implemented because the inspected entity has stopped operating, gone bankrupt or died...

Speaking at the conference, Deputy Prime Minister Le Minh Khai commended and highly appreciated the positive results that the Inspection sector has achieved in 2021 in various fields of work, and at the same time requested the sector to continue to clarify the shortcomings and limitations that have been pointed out and find ways to overcome them in the coming time.
For 2022, it is forecasted that in addition to certain advantages, there will still be many difficulties. The Deputy Prime Minister requested the Inspection sector to closely follow the policies of the Central Committee, the Resolution of the 13th Party Congress, Resolutions 01, 02, 127, 128, the economic recovery program, etc. to deploy tasks and successfully implement the orientation of tasks approved by the Prime Minister. It is necessary to select work content with many public opinions and many reflections to inspect the performance of tasks of cadres and civil servants, promptly rectify and handle according to the provisions of law. Resolve problems in inspection conclusions, focusing on inspection in credit, banking, real estate activities, etc.
Regarding the work of receiving citizens and handling complaints and denunciations, comrade Le Minh Khai requested a review to thoroughly resolve outstanding cases, not allowing them to become complicated and prolonged... Regarding the work of preventing and combating corruption, it is necessary to perfect the legal basis for controlling assets and income. Regarding the work of building institutions and building the industry, the Deputy Prime Minister suggested that it is necessary to pay attention to perfecting the Law on Inspection (amended) with the highest quality, while paying special attention to cultivating professional ethics, in addition to fostering expertise and skills for the inspection team.
