(Baonghean.vn) - In recent years, in Nghe An, the situation of illegal buying, selling and transferring of forest land has been very complicated but has not been thoroughly handled.

For example, in Quy Chau district, the authorities investigated and discovered that 11/12 communes in the area had illegally bought, sold, transferred and converted 3,433 hectares of forest land of 486 households (with land use right certificates and temporarily assigned forest land).

Also in the above situation, Con Cuong district has 36 households illegally transferring forest land to 8 subjects inside and outside the district with an area of ​​over 300 hectares, mainly concentrated in Don Phuc and Thach Ngan communes.

Mr. Nguyen Anh Tuan, Head of the Forest Protection Management Department of the Provincial Forest Protection Department, said: Up to now, the whole province has 10,038 hectares of illegally transferred forest land, concentrated in Que Phong, Tan Ky, Ky Son districts... with many forms such as borrowing, pledging, and mortgaging.

However, the investigation and handling still face many difficulties because many households have illegally transferred land, not cooperating with authorities, but only admitting to "coordinating" in forest economic activities...

Mr. Nguyen Tien Lam - Deputy Director of the Department of Agriculture and Rural Development said: The reason for the above buying and selling transfer is that people have economic difficulties so they sell and transfer to other subjects to get money to cover their living expenses. Some forestry land without land use right certificates is also sold.

The current situation of transferring forest land is alarming and dangerous because people lose land, the state loses forest because the transferor can destroy the forest to convert to other purposes. Many people no longer have land for production, life is difficult, some go to destroy the forest.

The issue of reclaiming illegally transferred land, Mr. Nguyen Tien Lam said, is very difficult.

We are working with the relevant departments to find solutions to limit this situation. In the immediate future, the People's Committees of the districts and the Department of Natural Resources and Environment need to coordinate to review and find solutions to recover the forest land because the forest land area has been assigned to the district for management. The Department of Agriculture and Rural Development has assigned the forest rangers to strengthen the management of forest land, to prevent illegal sale of forest land in the future.
