Nghe An: 8,696 agencies and enterprises participate in social insurance
(Baonghean.vn) – As of September 30, 2017, Nghe An has 8,696/14,061 agencies, units and enterprises participating in social insurance, health insurance and unemployment insurance.
The information was given at a meeting between the People's Committee of Nghe An province and the Central Interdisciplinary Supervision Delegation on the implementation of social insurance laws in the area on the morning of November 24.

Working with the delegation, on the side of Nghe An province, there was Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of leaders of relevant departments and branches.

According to the report of Nghe An Social Insurance, as of September 30, 2017, Nghe An has 1,739,000 people of working age; the number of employees working at employers in the province is 306,690 people; 8,696/14,061 agencies, units and enterprises participating in social insurance, health insurance and unemployment insurance.
Implementing the law on social insurance in the area: Nghe An has strengthened the leadership, direction and propaganda of Resolution 21-NQ/TW of the Politburo, the Law on Social Insurance; fully implemented the legal regulations on social insurance; and well implemented policies for employees and employers.
In the first 9 months of 2017, Nghe An collected over 3,764 trillion VND, reaching over 75% of the estimate assigned by Vietnam Social Security. Total social insurance debt is 124 billion VND. Total payment to beneficiaries and employees is over 6,009 billion VND.

In 2016 and the first 9 months of 2017, the interdisciplinary inspection team inspected and examined nearly 700 labor-using units regarding labor use, social insurance, health insurance, and unemployment insurance contributions and arrears. Thereby, the amount of violations was discovered and recommendations were made to recover to the social insurance fund over 783/843 million VND.
Talking with the monitoring delegation, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai affirmed: Nghe An always identifies social insurance and health insurance as two pillars to ensure social security issues of the province. The province has proposed many mechanisms, policies, plans as well as solutions to direct and effectively implement this field.

Although the social insurance debt compared to the national average is still low, what the province and the sectors are most concerned about now is the pressure on the province's health insurance fund deficit, which is at the highest level in the country, and the control and restraint solutions are not really effective...
At the working session, the central interdisciplinary monitoring delegation had related questions leading to the reason why the rate of local agencies, units and enterprises participating in social insurance is still low; the number of workers of working age participating in social insurance is lower than the national average, 17.6% compared to 27%?
Representatives of the leaders of departments, branches and functional agencies of Nghe An province gave specific explanations, in which the main reason is that the province has a very large number of small enterprises. Many of them operate at a low level, use elderly and seasonal workers, and are operating at a loss, so they have dissolved, and their awareness of social insurance laws is not high. Regarding the number of workers, it is because the number of workers in the province who go to work in other localities is very large, and the number of workers participating in social insurance has not been fully recorded.

Concluding the meeting, Vice President of the Vietnam General Confederation of Labor Mai Duc Chinh assessed: Nghe An is a unit that has done a very good job of coordinating and collaborating with relevant sectors in propagating, disseminating, educating the law and urging the implementation of policies to ensure the rights of workers...
However, the rate of enterprises participating in social insurance is still low, the number of people participating in social insurance over the number of working-age workers is not high, the penalty for enterprises owing social insurance is still light, not enough to deter... These are the limitations that Nghe An needs to overcome so that in the coming time, compliance with social insurance laws in the area will achieve better results.
The monitoring delegation also noted the recommendations of Nghe An province regarding the settlement of regimes for subjects with age discrepancies in their cadre and party member records; of part-time teachers; of ward and commune cadres who were former soldiers; some cases of work-related accidents that were slow to be resolved... to be sent to competent authorities./.
