Thanh Chuong is a midland and mountainous district that has undergone remarkable changes in recent years. The locality has 29/37 communes meeting new rural standards, of which 5 communes have met advanced new rural standards, 1 commune has met model new rural standards; Thanh Chuong town has met civilized urban standards.

Many projects and works have been invested in, especially traffic works to create connections and promote more even development between regions in the district. Production projects have created jobs and stable income for thousands of workers.

What public opinion has recognized and highly appreciated is that Thanh Chuong district has built a team of cadres from the district to the grassroots level who are capable, prestigious, responsible to their homeland and truly for the people.

To build a team of cadres that meet the requirements of the task, the Standing Committee of Thanh Chuong District Party Committee focuses on directing the evaluation and commenting of cadres in a methodical, serious and substantive manner based on channels, listening from multiple perspectives, taking the results of implementing political tasks as the most important measure and criterion.

Pay attention to innovating methods of evaluating and commenting on cadres, civil servants, and public employees, with many people participating in the evaluation, including direct superiors, colleagues in the same position, subordinates, grassroots units, people, and the person being evaluated.

The evaluation and classification of cadres, civil servants, public employees and workers are organized monthly based on the assignment and assignment of tasks to ensure strictness and timeliness, as a basis for synthesizing the results of the whole year. Along with the assessment and classification of cadres and civil servants; the work of reviewing and supplementing the planning associated with training and fostering cadres is directed by Thanh Chuong District Party Committee. Currently, the professional qualifications of the members of the District Party Committee Executive Committee are 44.4% masters and 55.6% university; the level of political theory is bachelor, advanced level accounts for 83.3% and intermediate level of politics is 16.7%.

The team of heads and deputy heads of departments, offices, and public service units at the district level with master's degrees accounts for 53.3% and 46.7% with university degrees; political theory qualifications are bachelor's, advanced level 86.7% and intermediate level 12.3%.

At the commune level, the professional qualifications of cadres and civil servants are 1.4% masters (11 people); university is 91.6% (698 people) and college and intermediate level account for 7% (53 people). Regarding the level of advanced political theory, bachelor and intermediate level account for nearly 90%.

In Quy Hop district, one of the breakthrough solutions to improve the quality of cadres and civil servants is to promote the improvement of criteria and standards of cadres. Quy Hop District Party Committee has issued regulations on the framework of title standards and criteria for evaluating cadres under the management of the District Party Committee Standing Committee.

“This is an important foundation for synchronously and comprehensively building a team of cadres at all levels, especially leaders and key cadres at all levels with quality, capacity and prestige through the stages of recruitment, planning, training, coaching and appointing cadres”, Comrade Cao Duc Trung - Standing Deputy Secretary of Quy Hop District Party Committee emphasized.

For cadres currently holding positions under the management of the Standing Committee of the Quy Hop District Party Committee, when the time comes for re-appointment, if they do not fully meet the standards, they must voluntarily resign or be transferred to another job position. Currently, in Quy Hop district, there are 7 commune-level cadres in this category, including a number of cadres managing educational institutions in the area.

Quy Hop District Party Committee also pays attention to the rotation of cadres, both to train and develop cadres and to strengthen weak and disadvantaged units, while at the same time, preventing possible violations. Rotation is associated with the implementation of the policy of arranging a number of leadership and management positions that are not local people; in which, at the commune level, there are currently 17/21 units with key leaders who are not local people. The district also resolutely directed administrative reform, especially working style, discipline, and administrative discipline among cadres, civil servants, and workers, contributing to improving the quality of cadres and civil servants, and promoting the completion of tasks.

Clearly recognize limitations to have drastic solutions

The Party's leadership and direction have proven that cadres are the decisive factor in the success or failure of the revolution, "which cadre, which movement". Therefore, in recent times, on the basis of implementing Resolution No. 26, dated May 19, 2018 of the Party Central Committee (12th tenure) on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks; Party committees at all levels in the province have taken care to implement many solutions to build and improve the quality of the contingent, contributing to building a strong Party and political system at all levels.

At the provincial level alone, the Provincial Party Standing Committee has issued 61 plans, notices, conclusions, regulations, rules, decisions, instructions and official dispatches to concretize the central regulations in a synchronous and comprehensive manner on personnel work for implementation in accordance with the local practical situation. Including: cadre assessment; cadre planning, training and fostering; rotation; selection, arrangement, decentralization of management, election and appointment of cadres; cadre policy work; internal political protection work; inspection, supervision and discipline of cadres...

The Provincial Party Standing Committee has deployed and directed Party committees at all levels to implement 2 key groups and 5 breakthroughs in personnel work with many specific tasks and solutions. It is worth noting that it is necessary to review and complete documents on personnel work to tighten discipline, order, and strictly control the implementation of stages of personnel work; adjust decentralization, clearly define the responsibilities for personnel work of the Standing Committee of the district-level Party Committee, the Party Committee at the grassroots level and the head; especially create an environment, promote innovation, creativity, encourage and protect cadres who dare to think, dare to do, dare to break through, dare to take responsibility for the common interest.

At the same time, it is necessary to amend, supplement and replace regulations on annual quality review and classification for collectives and individuals in the political system. In particular, it is necessary to strictly implement the assessment of the responsibility of leaders and managers, especially the heads, with the results of the collective's task performance; thereby, promoting the responsibility and authority of the heads of Party committees, agencies and units in commenting and evaluating cadres, continuing to create positive changes in commenting and evaluating cadres, overcoming the situation of being deferential, sloppy, evasive, afraid of collision... in evaluating cadres.

The arrangement of Party secretaries at the district level who are not local people has been led, directed and implemented synchronously by the Provincial Party Standing Committee from the provincial level to the grassroots level, especially from the provincial level to the district level. Currently, Nghe An has 18/21 district-level Party secretaries and 12/21 district-level People's Committee chairmen who are not local people.

Despite the active implementation of many solutions, the qualifications and capacity of some cadres, especially at the grassroots level, are still limited. In particular, there is still a situation where some cadres and civil servants have low awareness of self-cultivation and training, leading to violations of Party and State regulations and being subject to disciplinary action and criminal prosecution.

The qualifications and working capacity of a number of cadres and civil servants are still limited and weak, especially in terms of thinking, capacity to concretize and organize the implementation of Party resolutions, capacity to manage and develop the socio-economy. Many cadres still have conservative and stagnant thinking, work based on experience, are afraid to learn and acquire new knowledge; lack decisive leadership and direction, are afraid of collisions, push and dodge responsibilities... These are issues that have been clearly recognized by the provincial Party Committees to continue to worry about, propose tasks and solutions for decisive direction in the coming time.
