On November 7, 2023, the People's Committee of Nghe An province issued Plan No. 848/KH-UBND on implementing the National Strategy on attracting and promoting talents to 2030, with a vision to 2050.

The issuance of the plan aims to effectively implement Decision No. 899/QD-TTg dated July 31, 2023 of the Prime Minister approving the National Strategy on attracting and employing talents to 2030, with a vision to 2050 in the province.

Thereby contributing to the successful implementation of the goals, targets, tasks and solutions set out in the Resolution of the 19th Nghe An Provincial Party Congress, term 2020 - 2025, Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050.

The plan sets out the target by 2025: Implementing legal regulations and policy frameworks to attract and utilize talents issued by the Government and the province's policy mechanisms. Strive to attract talents to work in state agencies, organizations and units in the province by 2025, accounting for about 10% of the total number of new recruits.

Goal by 2030, vision to 2050: Maintain the rate of talent attracted to work in State agencies, organizations and units at no less than 20% compared to the total number of new recruitments each year.

Strive to achieve 100% of talents (recognized) continue to stay and work after 5 years of being attracted and promoted to work at state agencies, organizations and units of the province; the rate of talents trained and fostered in the field of science and technology will reach 30% by 2025; reach 60% by 2030 to reach 100% by 2050.

The plan also sets out specific tasks and solutions, including: Thoroughly grasping, propagating, innovating thinking, enhancing responsibility in implementing policies to attract talents; continuing to perfect the system of mechanisms and policies to attract and promote talents; discovering, encouraging and recommending talents; improving quality, creating breakthroughs in training and fostering talents; improving the quality of leaders and managers at all levels in discovering, attracting and promoting talents; building a modern, fair and professional working environment; organizing good implementation of policies and strictly and promptly handling violations of talent policies and allocating sufficient resources for implementation.

Talent discovery focuses on the following groups: Students with good academic performance, graduating with honors, with outstanding qualities and talents from educational and training institutions; those with master's, doctoral, professorial, associate professorial degrees, with research works that are recognized and applied effectively in practical life.

Cadres, civil servants, public employees and workers currently working at agencies, organizations and units of the Party, State, Vietnam Fatherland Front and socio-political organizations with outstanding capacity, always completing their tasks and public services well or excellently... People with outstanding qualifications, capacity and practical experience are working in other fields, regions and locations both domestically and internationally.

The Provincial People's Committee clearly assigns responsibilities to provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns in implementing Decision No. 899/QD-TTg and Plan 848/KH-UBND.
