Maximum focus on site clearance work

In order to successfully complete the work of compensation, support and resettlement when conducting land acquisition in accordance with regulations, the People's Committee of Nghe An province has established a Steering Committee and a Working Group to assist the Steering Committee in implementing the North-South expressway projects in the East section through Nghe An province; and has completed the Steering Committee to approve land use plans for 6/6 districts and towns where the project passes through.

Based on the direction of the Government and the Ministry of Transport, the People's Committee of Nghe An province requested relevant districts and towns to establish a Steering Committee for Land Acquisition and Site Clearance headed by the District and Town Party Secretaries.

The People's Committees of the relevant districts and towns have worked with Project Management Board 6 to agree on some coordination contents and implement the project's site clearance work; receive and hand over documents and field data, specifically as follows: Compensation, support and resettlement policy framework of the project; Environmental impact assessment report; Drawings of the route and works on the route and some other drawings; Handover of the project's route centerline at the site.

Currently, localities are reviewing the number of resettled households, organizations affected by the project that must be relocated (schools, cultural houses...), and affected cemeteries to select locations and scale of resettlement areas.

The Provincial People's Committee also requested localities to strengthen propaganda and dissemination of project information and data and strictly manage the expected scope of site clearance and prevent encroachment.

Departments, branches, People's Committees of districts and towns are assigned to coordinate with investors and design consultants to review and comprehensively review issues regarding route direction, works, items, intersections, residential roads, and land exploitation and leveling to serve the project.

At the same time, districts and towns must strictly manage land acquisition and clearance stakes; speed up the work of extracting and measuring; selecting and submitting for approval resettlement locations; inventorying, counting and making plans for compensation for land acquisition and clearance; and periodically reporting on progress and difficulties every Thursday.

Strive for the project to start on time in April 2020

Up to now, in Nghe An, the GPMB stakes have been completed in 38/38 communes (100%). GPMB stakes have been handed over to the locality: 37/38 communes (97.37%).

Regarding the progress plan for compensation, support and resettlement: For the section through agricultural land: Expected handover of the site after 9 months from the date of handover of site clearance piles.

For sections passing through residential land and gardens but not subject to resettlement: Expected handover of the site after 10 months from the date of handover of site clearance piles.

For the section passing through residential land and gardens, resettlement must be arranged: Expected handover of the site after 16 months from the date of handover of the site clearance piles (construction completion time of resettlement areas is 10 months).

To carry out compensation, support and resettlement work to ensure project progress and plan requirements, the CTGT Project Management Board recommends that the Department of Transport report to the Provincial People's Committee on some contents such as the Ministry of Transport directing Project Management Board 6 to soon select an investor to implement the project.

The Ministry of Transport directs investors to arrange staff to regularly coordinate with the People's Committee and the District-level Site Clearance Council to carry out compensation, support and resettlement work, and resolve petitions and complaints related to compensation, support and resettlement work.Nghe An strives to start the project on time by April 2020.
