(Baonghean.vn) -On October 28, the Traffic Police Team of Vinh City Police formed many plainclothes patrol groups to handle people not wearing helmets.
According to Captain Le Dang Khoa - Deputy Head of the Traffic Police Team, Vinh City Police, violators of the offense of not wearing helmets often avoid traffic police checkpoints, so the police force wears plainclothes to easily detect violations.
