On March 27th, the People's Committee of Nghe An province issued Official Document No. 2294/UBND-VX regarding the focused implementation of measures to prevent and control measles, addressed to departments, units, and localities in the province.

In order to proactively control and prevent in a timely manner.measles epidemicTo prevent the spread of the disease within the province, the Provincial People's Committee requests the Department of Health to continue directing and supporting the People's Committees of districts, cities, and towns to accelerate the implementation of the vaccination campaign.VaccineMeasles prevention and control; the campaign must end no later than March 31, 2025.

Urgently review and ensure sufficient human resources to support localities, especially those experiencing an increase in measles cases, to effectively implement routine immunization; accelerate the progress of the immunization campaign for children aged 6 months to 10 years in the area, prioritizing districts with many confirmed or suspected measles cases, and implementing appropriate immunization methods such as mobile immunization and home immunization.

Ensure sufficient measles vaccines are available and distributed promptly to localities to effectively implement the Expanded Immunization Program, avoiding vaccine shortages or delays in distribution. Instruct health facilities to strictly implement the admission and treatment of patients with measles and suspected measles rash according to the guidelines of the Ministry of Health.

The Department of Health, in coordination with the Department of Finance, advises on the timely and sufficient allocation of funds for the measles vaccination campaign; and collaborates with the Department of Education and Training to strengthen measles prevention and control awareness campaigns in schools.

The Department of Health plays a key role in closely monitoring and supervising the measles epidemic situation, detecting cases, and guiding timely isolation to prevent the disease from spreading and prolonging. For cases of the disease, it is responsible for containing and thoroughly handling outbreaks. It also promptly advises the Provincial People's Committee on directing effective and appropriate epidemic prevention and control measures based on the evolving situation.

The Provincial People's Committee requests the Department of Education and Training to direct educational institutions to continue implementing measles prevention and control measures according to the guidelines of the Health sector; to ensure good hygiene in schools and classrooms; and to closely coordinate with the Health sector to guide educational institutions, especially kindergartens and nurseries, in implementing disease prevention and control measures, and to carry out campaigns and activities to strengthen immunization in schools.

Monitor the health of children and students, and immediately notify health facilities when suspected cases of measles are detected so that they can be isolated and treated promptly. Also, educate and encourage families and parents to have their children vaccinated against measles according to the guidelines of the health sector.

The Department of Culture, Sports and Tourism, Nghe An Newspaper, and Nghe An Radio and Television Station, in coordination with the Department of Health, are stepping up communication efforts through mass media; increasing the time allocated for publishing news articles, broadcasting, and providing necessary information, and recommending measures to prevent and control measles so that people understand.

Apply diverse forms of communication suitable for the people, especially those in remote, border, and ethnic minority areas, to proactively implement measles prevention and control measures and encourage people to have their children fully vaccinated according to the schedule guided by the health sector. Promptly prevent and address inaccurate information about measles outbreaks that causes panic in the community.

The Department of Finance will balance and allocate funds promptly according to the current state budget decentralization to ensure readiness to meet and effectively implement the measles vaccination campaign and other disease prevention and control measures.

The Provincial People's Committee requests the People's Committees of districts, cities, and towns to direct the Health Centers to organize vaccination for children according to schedule, with all doses, safely and with quality, especially to review those who have not been vaccinated against measles or have not been fully vaccinated to organize catch-up and supplementary vaccinations. Ensure that all children living in the locality receive all basic and booster doses, achieving a vaccination rate of 95% or higher; ensure sufficient human resources, funding, supplies, equipment, and vaccines to accelerate the vaccination process and complete it by March 2025.

Directing the People's Committees of communes, wards, and towns, as well as departments, agencies, and socio-political organizations, to closely coordinate with the health sector to proactively implement disease prevention and control measures in their areas. Directing departments, agencies, and organizations to coordinate with the health sector to strengthen communication about the risks of measles and prevention measures so that people can proactively and consciously prevent the disease, and to help people understand the benefits of measles vaccination.

Effectively implement the expanded immunization program, ensuring that all eligible individuals receive all vaccines deployed locally; do not miss any individuals, especially in areas at risk of outbreaks, with the spirit of "going door-to-door, checking every household, and identifying every individual."
