Nghe An shares experience in building new rural areas with Son La province

Speaking at the meeting, Mr. Hoang Nghia Hieu - Director of the Department of Agriculture and Rural Development of Nghe An province said: In the period of 2011 - 2018, Nghe An province has provided more than 609 thousand tons of cement under the support mechanism for localities to build 3,325 km of rural roads; upgraded 3,368 km of irrigation canals...

Many types of crops and livestock with high productivity, high quality, and good market value have been put into production, such as pure AC5 rice varieties, NA6 materials, Huong Thom... V2 oranges, passion fruit... Many concentrated raw material production areas have been formed, linked with processing and export, such as tea, rubber, sugarcane, and coastal shrimp farming areas.

Up to now, the poverty rate of the province has decreased to 7.54%, average income per capita reached 24.8 million VND/person/year.

After 7 years of implementing the National Target Program on New Rural Construction, Nghe An has mobilized more than 30 trillion VND to invest in building new rural areas, of which the people contributed more than 8 trillion VND. Up to now, the whole province has had 181/431 communes meeting new rural standards, 3 district-level units achieving new rural district status.

Nghe An and Son La also have similarities in mountainous terrain, so they have the same difficulties in building new rural areas. However, for Nghe An to have positive results in building new rural areas as at present, the province divided it into 2 phases (2011 - 2015 and 2016 - 2020). During the implementation process, Nghe An did a good job of propaganda and mobilization, from which people voluntarily contributed their efforts and joined hands in building new rural areas.

In order for mountainous areas to be more effective in building new rural areas, the Provincial People's Committee issued a separate policy for mountainous areas, which is to build new rural villages and hamlets.

For the construction of model new rural communes, the province also issued a set of criteria for 3 model new rural communes. However, the province does not have a support policy for model new rural communes, so localities have to mobilize capital for implementation.

In the near future, Nghe An will organize the contest "Beautiful New Rural Commune, Beautiful New Rural Village 2018", thereby contributing to promoting the movement of building New Rural Areas among the people.

Sharing his experience with the delegation, comrade Hoang Nghia Hieu said: To create jobs and increase income for workers, Nghe An has increased investment attraction, calling on businesses to build companies, factories... in the province. Nghe An also focuses on building traditional craft villages, creating jobs for people; at the same time, attracting businesses to join production links, and consuming products to promote crop restructuring.

For the environment, this is a difficult problem, but currently some districts have called for investment in building waste treatment plants, along with the province having investment support policies. In addition, localities are actively encouraging people to invest in building waste treatment pits at home.

Nghe An also shared some other experiences such as: How to mobilize resources, create policy mechanisms to support localities in building rural roads.
