Nghe An: Fiscal and monetary policies support the socio-economic recovery and development program

This is a plan to implement Resolution No. 11/NQ-CP dated January 30, 2022 of the Government onSocio-economic recovery and development programand implement Resolution No. 43/2022/QH15 of the National Assembly.

Preventing Covid-19 while recovering and developing the economy and society

The plan aims to effectively prevent and combat the Covid-19 pandemic and take advantage of opportunities to promote the recovery process, rapidly develop production and business activities, especially growth drivers, prioritizing a number of important industries and fields. Strive to complete and exceed the goals and targets of the 2022 socio-economic development plan and the 5-year socio-economic development plan 2021-2025.

Accordingly, in order to flexibly and effectively implement the goal of both preventing and fighting the Covid-19 epidemic and recovering and developing the socio-economy associated with investment and improving the capacity of the grassroots health system, the Provincial People's Committee requests provincial departments, branches, sectors, People's Committees of districts, cities and towns to continue to effectively implement measures to prevent and fight the Covid-19 epidemic according to the motto of safe and flexible adaptation, effective control of the epidemic; ensure safe production and business, and adapt well to developments of the epidemic situation.

Health service:Advise the Provincial People's Committee to effectively and promptly implement the Covid-19 Prevention and Control Program (2022-2023) in the province after the Government issues it.

Continue to direct the implementation of Covid-19 vaccination, ensuring coverage of supplementary doses, booster doses for subjects aged 18 and above and basic doses for subjects aged 12-17. Prepare resources to vaccinate children aged 5-11 against Covid-19 as soon as the Ministry of Health has instructions.

Prepare and stockpile adequate supplies, chemicals, and equipment to ensure that they can respond to situations, avoiding being passive or surprised. Improve the admission and treatment capacity of the health system, especially at the grassroots level; have plans to mobilize, dispatch, and supplement medical personnel to support the prevention of the Covid-19 epidemic.

Department of Transport:Advise, guide and implement the roadmap for reopening transportation activities in the area; review, adjust and supplement guiding regulations, organize inspections, supervise and uniformly implement regulations on travel and movement of workers, circulation of goods and services, and maintain continuous and stable operations.

Department of Tourism:Continue to effectively implement Plan No. 614/KH-UBND dated October 26, 2021 of the Provincial People's Committee on restoring Nghe An tourism activities in the new normal state. Strengthen tourism propaganda and promotion; proactively coordinate with sectors to solve difficulties, especially human resources of the tourism industry; effectively deploy the Nghe An Smart Tourism Information Portal.

Advise the Provincial People's Committee to implement the direction and guidance of the Ministry of Culture, Sports and Tourism on the pilot reception of international tourists.

Social security and employment support

Department of Laborg - TradeMilitary and Society:Advise the Provincial People's Committee to implement the policy of supporting housing rent for employees with labor relations, who are renting, staying, and working in industrial parks according to the regulations of the Prime Minister.

Update and assess the difficulties of businesses and workers, and implement support policies in accordance with regulations. Continue to urge timely implementation of support policies for people and workers facing difficulties due to the impact of the epidemic, ensuring the right subjects and the right regime according to regulations.

Strengthening the connection between labor supply and demand on online platforms to serve the work of consulting, introducing jobs and supplying labor; improving the quality of the employment service system. Upgrading, expanding and modernizing training, vocational training and employment facilities, especially high-quality and key colleges, and implementing digital transformation in the field of vocational education; improving the capacity of the frontline of the social assistance system, caring for people with psychological trauma, the homeless and vulnerable groups affected by the Covid-19 pandemic.

State Bank - Nghe An Branch:Direct the effective implementation of preferential lending policies through the Provincial Social Policy Bank according to Resolution No. 11/NQ-CP; focus on disseminating and implementing preferential lending policies to beneficiaries, creating conditions for organizations and individuals to fully and promptly access preferential policies and loan support in accordance with regulations.

Department of Education and Training:Synthesize needs, advise on the implementation of equipping tablets for learning according to the "Waves and Computers for Children" Program to ensure publicity, transparency, correct subjects and effective use according to the direction and guidance of the Ministry of Education and Training.

Advise the Provincial People's Committee to implement the policy of supporting loan interest rates for non-public preschool and primary schools in the province according to the Prime Minister's regulations on conditions, procedures, and loan interest rates for non-public preschool and primary schools.

Support for recovery of enterprises, cooperatives and business households

To remove difficulties and facilitate businesses and people in production and business activities, the Provincial People's Committee requests:

Provincial Tax Department: Advise the Provincial People's Committee to direct districts, cities, towns, and relevant agencies to propagate, guide, inspect, and supervise so that consumers understand and benefit from the reduction of value added tax.

Strengthen propaganda, dissemination and support for taxpayers to implement policies as prescribed in Decree No. 15/2022/ND-CP dated January 28, 2022 of the Government stipulating tax exemption and reduction policies according to Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program.

Preside over the implementation of policies to support, exempt, reduce, and extend the deadline for paying taxes, fees, and charges according to regulations. Inspect and supervise the implementation of policies, especially for organizations and individuals trading in goods and services subject to value-added tax reduction, and strictly handle cases of intentional violations.

State Bank - Nghe An Branch:Timely deploy regulations on implementing the contents of supporting interest rates for loans to recover enterprises, cooperatives, and business households to credit institutions (CIs) and CI branches in the area. Direct CIs and CI branches to reduce operating costs to reduce lending interest rates, especially for priority sectors; continue to restructure debt repayment terms, waive and reduce interest rates, and maintain debt groups for customers affected by the Covid-19 pandemic.

Strengthen capital mobilization solutions, especially focusing on priority credit groups and sectors. Continue to effectively implement the business-bank connection program, creating conditions for businesses, organizations and individuals of all economic sectors to have equal and favorable access to credit capital according to market mechanisms.

Department of Industry and Trade:Proactively grasp and advise on resolving difficulties and obstacles, creating favorable conditions for enterprises to develop production and business. Increase support for industrial production establishments to innovate technology, invest in purchasing machinery and equipment, develop markets, etc. from industrial promotion funds to expand and improve production capacity.

Strengthen the provision of market information, disseminate knowledge about international economic integration to enterprises and production and business units in the area. Develop a working program with reputable logistics units, advise on the Logistics Service Development Plan in the area to increase the competitiveness of import-export enterprises.

Strengthen coordination in organizing trade activities, connecting supply and demand of goods, developing e-commerce to support businesses, cooperatives, and business households in promoting, introducing, and boosting product consumption.

Coordinate with Nghe An Electricity Company to research and propose support to reduce electricity prices and electricity bills for businesses and people at appropriate times according to regulations and instructions of the Central Government.

Department of Agriculture and Rural Development:Closely direct the production situation associated with the consumption of agricultural products in the area. Promote the formation of agricultural supply chains, create conditions for enterprises, cooperatives, and agricultural business households to connect to form agricultural supply chains with large enough product volume, diverse according to market demand, improve the stability and sustainability of the linked chains.

Advise on the effective implementation of Directive No. 12/CT-TU dated December 1, 2021 of the Provincial Party Standing Committee on innovation and development of cooperative economy in agriculture and rural areas associated with the goal of building new rural areas in the period of 2021-2025 and the Plan on innovation and development of forms of cooperative economic organizations in agriculture and rural areas associated with the goal of building new rural areas in the period of 2022-2025 according to Decision No. 75/QD-UBND dated January 10, 2022 of the Provincial People's Committee.

Department of Planning and Investment:Preside over and coordinate with relevant departments and branches to effectively implement Plan No. 566/KH-UBND dated October 7, 2021 of the Provincial People's Committee to implement Resolution No. 105/NQ-CP dated September 9, 2021 of the Government on supporting cooperative enterprises and business households in the context of the Covid-19 pandemic.

The members of the Special Task Force established in Decision No. 3599/QD-UBND dated October 4, 2021 of the Provincial People's Committee to remove difficulties and obstacles for businesses and people affected by the Covid-19 epidemic in the area; the Task Force's support unit and the agencies and units assigned to preside over the tasks in the Task Force's Task Implementation Plan coordinate closely, promoting the responsibility of each individual and unit to implement the tasks in a practical and effective manner.

Department of Finance:Advise the Provincial People's Committee to organize guidance and implement the Government's policies on removing difficulties for production and business and supporting subjects affected by the Covid-19 epidemic in the field of finance.

Strictly manage and operate the budget, thoroughly save regular expenditures; ensure resources, avoid delays, late payments, and arrears in salaries and social security policies; ensure funding for urgent tasks of epidemic prevention and control and support for those affected by the Covid-19 pandemic.

Preside over advising the Provincial People's Committee on exemption and reduction of water bills for people and businesses according to regulations.

Southeast Economic Zone Management Board:Continue to focus on the prevention and control of Covid-19 in the Southeast Economic Zone and industrial parks in the province, ensuring that businesses can adapt safely, flexibly and recover and stabilize production and business activities. Support timely resolution of mechanisms and policies for businesses and workers affected by Covid-19 according to regulations.

Coordinate with relevant authorities to promptly resolve entry procedures for foreign experts and workers, so that businesses can soon stabilize production activities.

Strengthen connections, support training and labor recruitment, especially labor recruitment activities for businesses that have been and are preparing to go into operation in 2022.

In addition, in this plan, Chairman of the Provincial People's Committee Nguyen The Trung also requested the Departments of Planning and Investment, Finance, Treasury, Health, Agriculture and Rural Development, Labor - Invalids and Social Affairs... to speed up the disbursement of public investment capital. Provincial departments, branches and sectors; People's Committees of districts, cities and towns, investors, and project management boards to strengthen discipline and order, promote the role and responsibility of leaders, identify promoting the disbursement of public investment capital as one of the key political tasks in the years 2022 - 2023, striving to disburse 100% of the public investment capital plan in 2022 in conjunction with ensuring the quality of works and the efficiency of using public investment capital. There are sanctions to strictly and promptly handle acts of corruption, negativity, harassment, obstruction, and delay in the progress of capital allocation, implementation and disbursement of public investment capital.

Relevant departments and branches such as the Department of Justice, Department of Home Affairs, Department of Planning and Investment, etc. focus on institutional reform, administrative reform, and improving the investment and business environment. Provincial departments, branches, and People's Committees of districts, cities, and towns continue to promote the responsibility of leaders in directing administrative reform work in each agency and unit; focus on reviewing and recommending the reduction and simplification of administrative procedures, and enhancing the processing of administrative procedures on an online platform. Promote the application of information technology and digital transformation in handling administrative procedures, enhance the handling of administrative procedures online (levels 3 and 4), and shorten the processing time for investors and businesses.
