On the afternoon of December 21, the National Assembly Delegation of Nghe An province conducted a direct survey of a number of works and investment projects in Vinh city according to the thematic supervision plan on the implementation of Resolution No. 43, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the implementation of the National Assembly's Resolutions on a number of important national projects until the end of 2023.

Surveying the investment project at the Vietnam - Korea Industrial Technical College, the provincial National Assembly delegation acknowledged the initiative and efforts in implementing investment under the Central Government's support package.
The project has a total investment of 70 billion VND, including 2 contents: construction part, including a 3-storey practice workshop and a 2-storey exhibition house, introducing vocational training products with a fire prevention system, auxiliary equipment of 40 billion VND; part of purchasing training equipment, vocational skills assessment of 30 billion VND. The project implementation period is 3 years (2022 - 2024).

Up to this point, the construction has completed more than 90% of the volume, expected to be put into use in early 2024.
As for the purchase of training equipment and vocational skills assessment, due to administrative procedures for investment and some equipment having to be imported from abroad, up to now, only nearly 30% has been disbursed and it is expected that by the end of 2023, about 80% will be disbursed, the remaining amount will be transferred to 2024.

The monitoring delegation also received recommendations from the Vietnam - Korea Industrial Technical College for the Central and the province. For example, for the National Assembly, when implementing programs, it is necessary to stipulate a longer and more reasonable implementation time; for ministries and branches, it is necessary to proactively research and promptly resolve problems in implementing programs; for provincial departments and branches, it is necessary to shorten and simplify administrative procedures on documents and procedures, including inspection work that needs to be carried out in parallel with project implementation so that investors can promptly supplement and correct any errors.

Surveying the Vinh City General Hospital construction project, the provincial National Assembly Delegation noted a number of difficulties and obstacles and the project implementation progress was slow compared to the requirements of Resolution 43 of the National Assembly.

In fact, up to this point, the construction of the inpatient and technical treatment building with a total budget of more than 23 billion VND, but the implementation volume has only reached 7.3%. The construction of the fire prevention and fighting water tank; other technical and auxiliary infrastructure items and equipment have not been implemented and installed.
The main reason for the delay is that there are many problems in the investment preparation stage and partly due to the construction conditions in a narrow space, along with weather factors that also affect the project's progress.

In addition to accepting the recommendations and proposals of the project investor and the project beneficiary, Vinh City General Hospital, Head of the Supervision Delegation, Comrade Thai Thi An Chung, requested that relevant units coordinate to remove difficulties to speed up the project progress, contributing to improving capacity and ability to better serve the medical examination and treatment for the people. During the construction process, attention should be paid to ensuring safety, especially minimizing the impact on medical staff and patients coming to the hospital for examination and treatment.
