(Baonghean.vn) - The People's Committee of Nghe An province has just issued the Conclusion of the Chairman of the Provincial People's Committee on the implementation of public investment capital disbursement, socio-economic recovery program and 3 national target programs in 2024.
On May 8, 2024, the Provincial People's Committee held a provincial-wide meeting on the implementation of public investment disbursement, the socio-economic recovery program and 3 national target programs in 2024 under the chairmanship of Chairman of the Provincial People's Committee Nguyen Duc Trung. After listening to the report of the Department of Planning and Investment; opinions of departments, branches, units, localities; opinions of Vice Chairmen of the Provincial People's Committee; Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:
The Chairman of the Provincial People's Committee acknowledged the strong leadership and direction of the Provincial People's Committee leaders, the efforts of the Directors of departments, branches, Chairmen of the People's Committees of districts, cities, towns and investors in completing the disbursement target assigned by the Prime Minister in 2023 (reaching 95.05%/target over 95%), higher than the implementation in 2022 (84.86%/Plan assigned at the beginning of the year and 78.37%/total plan assigned) and higher than the national average (93.12%). In which, he commended the investor units that completed the target, especially the units that disbursed 100% of the plan such as localities: Do Luong, Yen Thanh, Dien Chau, Thai Hoa and units: Provincial Police, Department of Education and Training, Management Board of Southeast Economic Zone, Oncology Hospital, Obstetrics and Pediatrics Hospital, ...

For investors who have not completed their targets, there needs to be a corrective solution, especially investors with low disbursement rates (below 85%) such as: Department of Health (4.85%), Bac Nghe An Vocational College of Economics and Technology (10.1%), Vietnam - Germany College (23.67%), Department of Tourism (48.57%), People's Committee of Tuong Duong district (63.8%), Provincial Employment Service Center (65.28%), Department of Labor - Invalids and Social Affairs (70.76%), People's Committee of Ky Son district (82.64%), Department of Culture and Sports (83.27%) and Department of Industry and Trade (84.82%).
The implementation of the 2024 public investment plan has been quite favorable with the completion of 100% detailed capital allocation for projects since the beginning of the year. The direction and operation work has been resolute, demonstrating high determination with the timely issuance of directive and urging documents to the grassroots; Assigning specific tasks to each leader of the Provincial People's Committee as well as directors of departments and branches to monitor each project; Working groups at the department and provincial levels have been established and have been operating actively and effectively; 100% of investors have fulfilled their commitments and registered monthly disbursement plans,...
With such drastic direction, the disbursement results in the first 4 months of 2024 were quite good (21.37%), higher than the same period in 2023 (15.3%) and higher than the national average (17.46%), especially the source of the National Target Program on New Rural Construction has disbursed 60.8%; 24/68 units disbursed over 30%, of which some units disbursed quite well such as: Nghe An Radio and Television Station (100%), Department of Education and Training (69.73%), Yen Thanh District People's Committee (59.32%), Do Luong District People's Committee (52.35%),... Key projects: Coastal Road, Oncology Hospital and projects under the Socio-economic Recovery and Development Program basically ensured progress.
In addition to the achieved results, the conclusion of the Provincial People's Committee Chairman also pointed out the shortcomings and limitations: Some capital sources are still slow to disburse, such as: The central budget and domestic capital sources only reached 13.01%, the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas disbursed low (6.9% and 11.02% respectively); 26/68 units disbursed less than 10%, of which 13 units have not disbursed (0%).
There are 72/160 projects transferring concentrated public investment sources, 356/870 projects transferring National Target Program sources that have not yet disbursed (0%). For newly started projects, there are 21/33 projects with concentrated public investment sources, 68/152 projects with National Target Program sources that are in the bidding stage for consulting and construction drawing design.
There are 21/160 projects with allocated capital of 1,280 billion VND facing difficulties in site clearance.
Regarding the tasks and solutions for 2024, the Chairman of the Provincial People's Committee requested that branches, levels and units need to identify the role and position of public investment capital as extremely important for the socio-economic development of the province, contributing to promoting growth, improving the capacity of infrastructure and facilities, meeting the requirements of socio-economic development, and being the capital to attract non-budgetary investment capital. The disbursement of public investment capital must be considered an important and urgent task, requiring focused attention and direction, mobilizing the participation of the entire political system, first of all the responsibility of Party committees and authorities at all levels and branches. In that spirit, the Directors of departments, Chairmen of People's Committees of districts, cities and towns, heads of relevant agencies and units are required to focus on implementing the following key tasks and solutions:
Sectors, districts, and investors need to closely follow the registered disbursement plans and commitments to organize implementation to ensure the completion of the set targets (including capital for 2024 and extended capital of previous years); regularly check and evaluate the implementation situation; monthly evaluate the implementation of commitments to have timely adjustment solutions, ensuring the completion of the disbursement target of at least 95% of the plan assigned according to Decision No. 1603/QD-TTg dated December 11, 2023 and Official Dispatch No. 24/CD-TTg dated March 22, 2024 of the Prime Minister; Resolution No. 418-NQ/BCS dated July 31, 2023 of the Party Committee of the Provincial People's Committee and Official Dispatch No. 09/CD-UBND dated April 9, 2024 of the Chairman of the Provincial People's Committee.
Promote the role and responsibility of leaders of Party committees and authorities at all levels in directing and implementing the disbursement of public investment capital; proactively direct the removal and resolution of difficulties and problems, especially in site clearance; assign and delegate tasks to leaders in charge of each project and project group; especially in units with large capital plans.
Improve the quality of bidding work, ensure publicity and transparency, avoid negativity, select qualified and experienced contractors to implement quality and effective projects. Strengthen the capacity and regularly urge the activities of Project Management Boards, improve awareness, responsibility, knowledge and experience of staff, proactively replace staff who do not meet requirements.
Implement the management of advance capital according to regulations and resolutely recover overdue advance capital; promote the settlement of outstanding investment capital; implement the management and use of land use fees through auctions in accordance with the provisions of the State Budget Law, the Public Investment Law, Resolutions of the Provincial People's Council, etc.
Make detailed disbursement plans for each project on a monthly and quarterly basis; closely monitor and grasp the implementation status of each project, promptly detect and resolve difficulties and problems.
For projects without problems, units should take advantage of favorable weather conditions to focus on directing strongly to speed up construction progress and disburse capital in a timely manner. For projects that are still having problems or are implementing procedural documents, units should proactively handle or report to competent authorities to promptly handle difficulties and problems, assign specific and clear responsibilities to each department and individual, and use work handling efficiency to evaluate the completion of tasks. For newly started projects, it is necessary to focus on improving the quality of bidding (both consulting bidding and construction bidding) to select contractors with sufficient capacity and experience to implement the project. For projects with problems in site clearance, especially key projects, People's Committees of districts, cities and towns should focus on handling them thoroughly, not letting them drag on.
The department-level working groups continue to guide the districts in handling problems according to the principle of hand-holding and showing the work. Localities pay attention to projects invested by communes, ensuring the quality and efficiency of the works.
Strive to have no units or projects that have not yet disbursed (0%) by June 2024 (except the Department of Home Affairs which will start disbursing in July 2024). By September 2024, all projects must complete paperwork and procedures, resolve difficulties and obstacles for construction. Accelerating progress must be associated with ensuring the quality of works and projects, avoiding negativity, loss and waste.
