In the current integration trend, especially the fourth industrial revolution (4.0), Nghe An has many intertwined opportunities and challenges, so the requirements for cadres and party members in the province's political system to adapt to deep international integration is one of the important factors that Nghe An province pays great attention to. In recent years, implementing the resolutions of the Central and the Government, especially Resolution No. 26-NQ/TW, dated May 19, 2018 of the Central Executive Committee on building a contingent of cadres at all levels, especially at the strategic level with sufficient qualities, capacity and prestige to match the tasks, Nghe An has proactively developed many projects and plans for training and fostering leaders and managers at all levels in the direction of linking theory with practice, promoting capacity and creativity, in which, priority is given to training and fostering to improve professional qualifications, IT, and foreign languages ​​according to the needs associated with the nature of work and job position.

After implementing Resolution No. 39-NQ/TW on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees and Resolution No. 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient, Nghe An cadres generally have appropriate professional qualifications and good working ability. However, in the context of integration to adapt deeply and widely, the quality of the cadres still reveals certain limitations, namely: the qualifications, capacity, knowledge of market economy, international law, foreign languages, state management and social management of some cadres are still inadequate; the ability to forecast and orient development is still weak. Some are still subjective, complacent, conservative, stagnant, suffering from achievement disease; others lack enthusiasm for work, lack exemplary; The sense of self-criticism and criticism and fighting spirit are not high. The working style of cadres in general is still administrative; communication skills, working culture lack flexibility, slow adaptation, application skills, and exploitation of information technology for cadres are still weaknesses that need to be fostered, trained systematically and properly.

Therefore, based on the Project "Training and fostering cadres and leaders of Nghe An province, period 2012 - 2020" of the Standing Committee of the Provincial Party Committee, Nghe An province has directed and adjusted the annual plan to closely follow new requirements and after 8 years of implementation, it has organized training and fostering for 72,810 turns of leaders and managers. Of which, 935 cadres were sent to study for a master's degree, 160 cadres were sent to study for a doctorate; 2,161 cadres were sent to study advanced political theory and 14,772 cadres were sent to study intermediate political theory.

Thanks to the good implementation of staff training and development, up to October 5, 2021, the team of leaders and managers in Nghe An (provincial and district levels) has quite equal qualifications in all aspects with 2,234 incumbents, of which: 100% have university degrees, 862 masters (38.6%), 107 doctors (4.8%), 2 associate professors (0.09%) and planned staff are 4,404 people, 100% have university degrees, 1,507 masters (accounting for 34.22%), 39 doctors (accounting for 0.88%). 100% have political theory qualifications from intermediate level or higher. In particular, the team of district and provincial Party Committees for the 2015-2021 and 2020-2025 terms has been built with quality that meets the requirements of tasks in the new situation: 100% have university and intermediate political theory qualifications or equivalent or higher. In terms of expertise and profession: the district level has 313 masters, 6 doctors; the provincial level has 35 masters, 9 doctors and 2 associate professors. 100% of the members of the Provincial Party Committee Standing Committee have chaired the grassroots.

With the above requirements, after summarizing the Project on training and fostering cadres, Nghe An has proactively continued to develop a detailed plan for the entire period of 2021-2025, with 1,250 - 1,300 classes for 233,450 to 263,450 people to participate in training and fostering in professional skills and political theory education. In particular, every year there are 1 - 2 classes of cadres planned for members of the Provincial Party Executive Committee for 100 - 120 people.

Nghe An province has determined: Starting from the teaching staff of training and fostering institutions, they must be fully equipped with knowledge, capacity, improve their professional qualifications, skills, expertise and moral qualities to meet the requirements of improving the quality of training and fostering of cadres. At the same time, the province focuses on the work of assessing, reviewing and forecasting the needs of cadres who need training and fostering: incumbent, planning, reserve resources according to groups of industries, occupations, fields... trained domestically or abroad; depending on the requirements of the nature of the work to determine the training and fostering plan: short-term, medium-term, long-term. The subjects sent for training and fostering must be suitable to the needs associated with the job position, avoiding the need to have the wrong subjects, wrong content and especially the people sent to study must be responsible for improving their knowledge to actually work, avoiding taking advantage of legalization causing waste of time and budget.

In addition, the province has focused on investing in building and upgrading facilities and equipment at training and fostering facilities in the province; paying attention to leadership and direction in arranging funding for training and fostering cadres in a timely manner, in accordance with regulations in a synchronous, specialized, professional and modern direction. In particular, doing a good job in education, raising awareness, responsibility, and initiative of cadres and party members in self-training and fostering to improve their qualifications, not being conservative, complacent, satisfied with work, afraid of learning, lazy to learn... At the same time, paying attention and resolutely assigning specific tasks to each sector, agency, unit, and locality.

The purpose is to push back and eliminate the disease of working arbitrarily, heavily on administration, bureaucracy, authoritarianism, and arrogance, to build a professional, specialized working environment and culture with a high level of planning, daring to think, daring to do, daring to face difficulties and challenges and daring to take responsibility of the cadre team, especially for leaders and managers.

In the spirit of deeply recognizing the requirements and importance of the work of building a team of cadres, especially from the important results achieved as well as the lessons and experiences summarized from specific practices, to build a team of leaders and managers at all levels with truly equal qualities and capacities, meeting the requirements of tasks in the current period of international integration, Nghe An clearly identifies 4 issues that need to be implemented:

In particular, training and fostering work must not only pay attention to fostering political theory but also pay attention to professional quality, expertise, awareness, responsibility, work culture, especially foreign language, IT, legal skills... There must be a plan to build a team of good experts in many fields, at the same time having high political awareness and good moral qualities.

Trainstaffmust be systematic, appropriate for each stage and have harmony between generations, ensuring inheritance. To do so, right from the stage of selecting people for training and development, it must be the right subjects, truly impartial, objective, and fair to choose worthy people, avoiding the situation where the selected cadres for training and development are not qualified to acquire knowledge, do not have enough qualities to become leaders and managers, and are not in the planning. Thus, not only does it cause a shortage of cadres, affecting the overall development of the province, but it also causes waste and stagnation.
