The Vinh City Party Committee was selected by the Standing Committee of the Nghe An Provincial Party Committee as one of four Party Committees to organize a model congress for the 2025-2030 term. The city has completed the election of block (hamlet) leaders, model Party cell congresses and held mass Party cell congresses with the results that by December 9, 2024, there were 336/483 Party cells under the Party Committees of communes and wards and 50/186 Party cells under the Party Committees of agencies and units; completing the Party cell congresses under the grassroots Party Committees before December 30, 2024.

At the 3 grassroots party committees selected for model congresses, including the Truong Thi Ward Party Committee, the Hung Chinh Commune Party Committee and the Nghe An Obstetrics and Pediatrics Hospital Party Committee, the political report documents and personnel plan have been completed, ready to organize the congress as planned in early January 2025. After that, the Vinh City Party Committee will direct the subordinate grassroots party organizations to hold mass congresses, expected to be completed in early April 2025 to prepare for the organization of the 25th Vinh City Party Congress for the 2025-2030 term, scheduled for early May 2025.

Comrade Nguyen Tri An - Deputy Head of the Vinh City Party Committee's Organization Committee said: During the process of directing the preparation for the congress, the City Party Committee paid attention to directing the members of the steering committee and sub-committees, the working groups of the sub-committees serving the congress to closely follow the grassroots to guide and remove difficulties for the grassroots or new factors arising related to the merger of administrative units or the development from communes to wards. Specifically, such as guiding 4 party committees with decisions to become wards according to Resolution No. 1243 of the National Assembly Standing Committee including: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc on the process of drafting the political report to attach urban criteria and determining the congress period according to continuity.

At the grassroots party committees subject to merger, the focus is on arranging and stabilizing the organizational structure of the merged unit before holding the congress. The drafting of the Political Report of the 25th Vinh City Party Congress, term 2025 - 2030, was proactively developed by the Standing Committee of the City Party Committee on the basis of coordination with the Standing Committee and the Executive Committee of the Cua Lo Town Party Committee to comprehensively assess and provide appropriate development orientations after the establishment of the new Vinh City Party Committee. Up to this point, the city's Draft Political Report has basically completed the steps to collect opinions at the grassroots party congresses in early January 2025.

Also the unit directing the provincial congresses, the preparation work for the Party Congresses at all levels is being urgently directed by the Party Committees at all levels in Dien Chau District. The Dien Chau District Party Committee has completed the procedures and decided to establish 5 new commune and town Party Committees on the basis of merging 10 communes and towns to promptly and synchronously direct the grassroots congresses. The locality has directed and so far basically completed the election of block and hamlet chiefs, of which 75% of block and hamlet chiefs are Party members; the congresses have been organized in 447/539 Party cells under the grassroots Party Committees in the entire district.

According to the plan of the Standing Committee of Dien Chau District Party Committee, the progress of organizing congresses from party cells directly under the grassroots party committees to grassroots-level congresses and the District Party Congress, term XXXII, 2025 - 2030, has been pushed forward by 1.5 to 2 months. Ensure the quality and progress of the congress

Congress preparation is a very important step to ensure conditions for the successful organization of Party Congresses at all levels for the 2025-2030 term; therefore, this work is being focused on by Party committees at all levels in the province.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: Currently, in parallel with directing the Party Congresses at all levels, the provincial Party Committees are also implementing the arrangement and streamlining of the organizational apparatus in the spirit of "running while queuing", "The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level", along with a number of localities implementing the arrangement of administrative units at the district and commune levels in the period of 2023 - 2025.

Therefore, it is required that Party committees at all levels closely follow the policies of the Central Committee, Provincial Party Committees and plans at their level to lead and direct methodically and scientifically in accordance with the Party's principles and regulations, especially the principle of democratic centralism in drafting congress documents and drafting congress personnel plans for the new term. Pay attention to assigning cadres to stay close to the locality and the grassroots to provide guidance, and at the same time, promptly grasp the problems and issues that arise in order to promptly resolve and answer them in each specific case, especially in preparing personnel for Party Congresses at all levels.
